According to the original plans, the highway was to include the germ of a railway tunnel, the so-called deaf bridge.
The Railway Administration (SŽ) succeeded with the Regional Office of the South Bohemian Region and obtained a zoning decision for the demolition of the new D3 highway near Ševětín. Excavation of the highway will be necessary due to the construction of the Chotýčanské tunnel on IV. corridor that will pass the highway.
According to the original plans, the affected section of the Ševětín – Borek highway, which opened in December 2019, was also supposed to include the germ of a railway tunnel. The so-called deaf bridge would allow the construction of the tunnel without disrupting the highway and the traffic on it. However, this was eventually abandoned, according to the explanation of the Directorate of Roads and Highways (ŘSD), it was not certain that the new line would be built at all.
Last year, the railway administration had to apply for a change in the zoning decision for the Nemanice – Ševětín (NemaŠe) corridor section, of which the Chotýčanský tunnel (4,775 m) will be a part. The tunnel will cross the highway exactly in the place and in the way that the original plans envisaged. However, the highway will have to be demolished and rebuilt in a short section.
“The construction pit for underpass D3 has a roughly rectangular plan shape with a width of 17 m, a length of approx. 143 m with a variable depth between approx. 11.4 and 14.4 m… The proposed procedure for the construction of the crossing of the D3 highway maintains constant traffic on the highway in the minimum traffic mode 1+1.” it stands in the decision of the regional office.
The demanding construction of the seventeen-kilometer section north of České Budějovice is to complete the construction of IV. corridor. In addition to the mentioned Chotýčanské tunnel, another tunnel, Hosínský, with a length of 3,120 meters, will also be part of the construction. Straightening the track and omitting the detour via Hluboka nad Vltava should allow trains on IV. corridor to save nine minutes, the speed should be up to 200 km/h.
The government recently approved the preparation of NemaŠa in the PPP mode, so the construction should be financed and ensured by a private concessionaire (similarly to what is happening on the D4 highway). It will be the first ever PPP project directed by the Railway Administration during the construction of the line.
Construction work should begin in 2026, and it should be completed in 2031. The following year, the state will start paying for the work. The concessionaire will then take care of his section until 2048, when he will receive the last installment.
The decision in favor of PPP postponed the whole project by several years. With classic financing from the State Transport Infrastructure Fund, construction was expected to start in 2024 as recently as last year.
