Over the past 18 years, the final passing rate of foreign medical school graduates on the national medical exam was approximately 33%, far below the overall passing rate of 90%. As the domestic medical school entrance exam is fiercely competitive, foreign medical schools have received attention as a detour, but obtaining a license is not easy.
According to data on the ‘Status of passing the national medical examination for foreign medical schools’ received by the office of Democratic Party lawmaker Shin Hyun-young from the Ministry of Health and Welfare on the 5th, the rate of foreign medical school graduates passing the preliminary exam and national examination and finally receiving a domestic medical license was only 33.5%. The overall passing rate for Korea’s medical examination, including all domestic medical school graduates, was 95.8% in 2018, 95.6% in 2019, 97.0% in 2020, 86.3% in 2021, 97.6% in the first half of 2022, and 95.9% in the second half of 2022.
When looking at the final pass rate for countries with more than 10 test takers between 2005 and 2023, the UK had the highest at 70.4%. This was followed by Paraguay 50.0%, Hungary 47.9%, Germany 44.2%, Australia 44.1%, Russia 40.9%, Uzbekistan 33.3%, Japan 26.7%, the United States 14.2%, and the Philippines 6.0%.
As of June this year, there are 159 foreign medical schools in 38 countries recognized by the Minister of Health and Welfare. In order to obtain a domestic medical license after graduating from a foreign medical school, you must obtain a medical license in that country and then take the national examination for medical doctors (administered by the Korea National Examination Institute for Health and Medical Personnel).
In order to take the national medical exam, you must pass the domestic doctor preliminary examination. The domestic doctor preliminary exam, which has been implemented since 2005, is divided into the first written exam and the second practical exam. From 2005 to 2023, only 55.4% of graduates from foreign medical schools recognized by the Ministry of Health and Welfare passed the Korean doctor preliminary exam (written/practical). From 2005 to 2023, the preliminary exam pass rate in countries with 10 or more test takers was the highest in the UK at 85.2%, followed by Australia at 61.1%, Paraguay at 60.0%, Hungary at 58.2%, Germany at 57.1%, and Russia at 56.3%. Countries such as Uzbekistan (43.7%), Japan (40.0%), and the United States (30.4%) showed passing rates of less than half.
