A new measure to combat litter has been introduced far too quickly. That is what the Packaging Waste Fund Foundation says. From Saturday 1 July, you must pay for disposable plastic cups and containers, following the ban on plastic straws, bags and the deposit on PET bottles and cans. ‘It’s all a lot at once,’ says Hester Klein Lankhorst, general director of the foundation.

First of all, the foundation is ‘very happy that Europe is drawing up rules for less litter, more recycling, more reusability.’ But according to Klein Lankhorst, too little thought has been given to the consequences of the measures.
Four Days Marches
For example, for the Nijmegen Four Days Marches, which is scheduled for the third week of July. ‘We will soon have to offer reusable cups with a deposit there, but where should you hand them in? Or they have to charge money for it, which means that a beer immediately becomes more expensive.’

The same applies to picking up food at the snack bar or, for example, a Chinese restaurant. Then it becomes either pay or bring your own trays. “That is indeed difficult.” According to Klein Lankhorst, everyone agrees that less plastic is being used. ‘But behavioral change can only be enforced if there is a working logistics system.’

Deposit
‘We see it with deposits. This is going well because there are 27,000 points in the Netherlands where you can return bottles and cans. But you can’t hand in the chip tray from the snack bar anywhere and then there will eventually be a lot of chip trays in your own kitchen cupboards.’
