It is impossible to de-energize completely populated areas during forest fires, as this leads to a shutdown of all production, vital facilities, as well as water pumps needed to eliminate fires. Igor Shkradyuk, an ecologist, coordinator of the industry greening program at the Center for Wildlife Conservation, an expert of the International Socio-Ecological Union, spoke about this in an interview with URA.RU.
“If the power goes out completely. [во время лесных пожаров], then this means not only stopping enterprises, refrigerators for the population and spoiling food, but also stopping the operation of water pumps. That is, you can’t do it. Another thing is that it would be nice to reduce the generation of electricity and those facilities that pollute the environment, but, you see, how our energy industry works. There is no such thing that you just once and leave only what is vital. There is only one connection here – water supply, some medical devices that support life support, and so on. If there is a large plant that can purposefully turn off large units, that’s good. And if not, then you need to turn off entire living quarters. Everything in a row: both at home and kindergartens, ”explained Igor Shkradyuk.
Earlier, Elena Medvedeva, director of the operational management department in the fuel and energy complex of the Russian Ministry of Energy, said that regional authorities should convene commissions, who make an informed decision on the need to de-energize cities or towns during forest fires. In the event of a fire hazard, the management of the operational headquarters of the firefighting decides on the advisability of evacuating residents. Only then the houses are de-energized. Local authorities violate this order. They turn off the electricity as soon as the wind changes direction towards the settlement.
