The Challenge of ‘Cowboy Pilgrimage’ in the Implementation of the 2023 Hajj: Overcapacity and Calls for Action

One of the prominent problems in the implementation of the 2023 Hajj is the overcapacity of pilgrims in the tents at Arafah and Mina. Timwas Hajj DPR received information that one of the factors that made the Indonesian tents in Arafah and Mina overcapacity was the presence of the ‘cowboy pilgrimage’.

‘Haji cowboy’ is the term used by the media, referring to pilgrims who do not use Hajj visas to perform Hajj. They came from Indonesia using pilgrimage visas. Initially they landed in Riyadh, then continued their journey to Mecca or Medina both via domestic flights and land routes.

Timwas received information that the number of “cowboy pilgrimage” this year had reached 500,000 pilgrims. Of that number, some are cowboy pilgrims from Indonesia, although there is no detailed data on the exact number.

What is disturbing is that ‘cowboy pilgrims’ from Indonesia are reported to also use the facilities of pilgrims using haj visas. The DPR’s Haj Timwas received information that they used the selawat bus, entered tents at Arafah and Mina, and took food rations for pilgrims with Hajj visas.

Timwas Haj DPR asked the Government of Indonesia to expel these non-visa haj pilgrims in the future. The deputy chairman of the MPR who is also a member of the DPR’s Haj Timwas, Yandri Susanto, is worried that the pilgrims with pilgrimage visas will cause more catastrophic haj disasters in the future.

“Imagine, he said this year there are now 500 thousand using pilgrimage visas. 500 thousand is a lot, almost 2 districts in Kalimantan, nearly 10 districts in Papua, pile of blek same as pilgrims who use a hajj visa,” said Yandri to reporters in Makkah, Sunday (2/7/2023).

Yandri suspected that there was a collusion between Indonesian and Saudi Arabian individuals in facilitating the departure of pilgrims with pilgrimage visas so that they could go on pilgrimage. The government must be able to exterminate the actors who play.

“I suspect that there are a lot of games here, a lot of collusion here, yes, it’s Rupiah too, isn’t it money too,” said this PAN politician.

Yandri asked the Indonesian government to talk to the Saudi side about eradicating pilgrims with pilgrimage visas. There must be a system created and run jointly between Indonesia and Saudi Arabia to block the arrival of this cowboy pilgrimage.

“If this is not eradicated, I am afraid that next year it will become a further Hajj disaster,” said Yandri.
