In the last few hours, the hypothesis of extending the use of the green pass to users and customers of the public and private services, such as post offices, branches of the PA in general, banks and insurance companies, accountants, notaries, bus, metro, etc. A solution already explored by the executive in September, but then discarded because the controls are not simple, especially in local public transport. «And to avoid», as a minister who follows the dossier reports, «to put in difficulty, for example, the old man who has to go to get his pension. But now, with the fourth wave of the epidemic advancing dramatically, this measure is more relevant than ever ».
The new tightening, in all likelihood, will not be decided next week. According to Mario Draghi’s road map, who tomorrow will meet the regional governors together with the ministers Roberto Speranza (Health) and Mariastella Gelmini (Regions), the first step is to impose the obligation of the third dose to medical staff and guests and operators of the residences for the elderly (RSA). And reduce the duration of the green pass to 9 months, in order to raise the level of security and encourage citizens to make the third injection. Then, in a control room that should be celebrated on Wednesday, decide on the launch of the Super Green pass starting from 1 December.
To explain the philosophy behind the new tightening proposed by the regional governors and supported by Speranza, the Democratic Party, Forza Italia, Italia Viva, by a part of the 5Stelle and opposed by the Lega and Luigi Di Maio, is the Minister of Public Service Renato Brunetta (Fi): «The Super Green pass does not mean penalizing the unvaccinated, but rewarding the vaccinated. Those who have the vaccine or are cured will have access to all social life, cinema, bars, free time, skiing. And it is therefore a boost to vaccination. Those who do not have the vaccine, but only have the Green pass tied to the pad, will suffer the constraints of chromatism, should it occur. In such a way that the “cost” of closure will fall on those who have made the choice not to get vaccinated ».
THE COLOR ZONES
It is no coincidence that Brunetta speaks of “chromatic constraints”, that is to say the restrictions that accompany the passage in the yellow, orange or red zone. The government is considering whether to trigger the Super Green pass already with yellow, given that in this band compared to the white area there is only the obligation of the outdoor mask and the halving of the capacity of cinemas, theaters, stages. Or whether to implement the new green pass for vaccinated and cured only with the passage of Regions or areas of the country in the orange or red zone, which is unlikely at the moment before Christmas considering the progress of the pandemic.
However, the objective is defined: to push vaccinations, raise the level of security and prevent the closure of bars and restaurants, cinemas and theaters, stadiums and concert halls, theme parks and ski facilities, gyms and swimming pools, shopping centers and discos , Christmas markets and fairs, in case the situation worsened and the orange or red areas were triggered. The No vax, on the other hand, will be able to use the Green pass obtained with the swab to go to work, to pharmacies, grocery stores and other essential services.
The extension of the Green pass in public and private offices is also of great impact. Currently the pass is mandatory for those who work there, but not for users and customers. Well, the idea is to allow access to post offices, banks, all public offices, by bus and metro from 1 December, only to those with the green pass. In this case also obtained with the simple swab, whose validity could be reduced to 48 hours (now it is 72) for molecular tests and to 24 hours (it is 48) for rapid ones, which could even be excluded.
On the table there is also the issue of compulsory vaccination. The head of Confindustria Carlo Bonomi and the leaders of Cgil, Cisl and Uil (in addition to the Democratic Party, Forza Italia, Italia Viva) push in favor of this choice, but government sources tend to exclude that the mandatory erga omnes vaccine can be introduced . It is easier, as Brunetta himself proposed, for the obligation to be imposed on certain categories of workers, as is already the case for medical personnel and RSA operators. Namely: PA employees in contact with the public, teachers, law enforcement agencies. But this tightening, given that Salvini and most of the 5Stelle are against it, is not considered “probable”. Especially since now the government’s plans are above all the push for the third dose (from tomorrow even those between 40 and 59 years old will be able to do it) and the vaccine for children from 5 to 11 years old as soon as the European Medicines Agency (Ema) on November 28 will have given the green light to the administration of Pfizer in this age group.
