The CCP Concentrates Power in Xi Jinping: Latest Revision of Party Regulations Emphasizes Loyalty to Leader

On February 21, the Central Committee of the Communist Party of China issued a new version of the “Regulations on Inspection Work of the Communist Party of China” (hereinafter referred to as the Regulations) and issued a notice requiring party committees (party groups) at all levels to “adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era” and “implement “Two safeguards” are the fundamental tasks to promote the concreteness, precision and normalization of political supervision.”

The full text of the regulations shows that the new version of the regulations was adopted at the Politburo meeting of the Communist Party of China on January 31, issued on February 8, and the full text was released on February 21.

Comparing the new version of the regulations with the 2017 version, the description of intra-party issues has been significantly revised, and many contents related to corruption, abuse of power and other issues have been deleted, as well as the maintenance of Xi Jinping’s authority.

The new version of the Regulations separately states in Article 2 that “inspection work is the political supervision of higher-level party organizations over lower-level party organizations’ performance of the party’s leadership functions and responsibilities. Changes in the functions of the Central Commission for Discipline Inspection

The new version of the regulations has deleted the original anti-corruption content, leaving only loyalty to Xi Jinping.

Article 3 of the 2015 version reads: “Focus on the construction of party style and clean government and the fight against corruption, identify problems, create deterrents, and promote the construction of the party’s advanced nature and purity.” The revised new version of the regulations directly changes Article 3 to read: “Implement General Secretary Xi Jinping’s important thoughts on the party’s self-revolution, and deeply understand the decisive significance of the ‘two establishments’.”

The new version of the regulations changes the main content of the Central Commission for Discipline Inspection’s inspection work from anti-corruption to checking whether officials at all levels are loyal to Xi Jinping. In the past, issues that had to be focused on inspections, including “acting against the law, forming cliques for personal gain, forming gangs, forming cliques,” etc., have basically been deleted.

Gong Lindong said: This shows that the functions of the CCP’s Discipline Inspection Commission have completely changed, from anti-corruption to safeguarding Xi Jinping’s personal authority. This shift also demonstrates the CCP’s top leadership’s grip on power and zero tolerance for dissent. It also reflects Xi Jinping’s extreme vigilance and anxiety about the further concentration of power and dissent.

Zhong Yuan believes that this change shows that as long as officials can take the lead in showing their loyalty to Xi Jinping, even “subverting the rule in disguise” seems to be acceptable. After all members of the Xi camp come to power, internal “party formation, cliques, and cliques” will soon reappear.
