Almost immediately after Hamas attacked Israel in October, the White House presented lawmakers with an emergency aid package for Tel Aviv. And under its guise, the Biden administration added funding for Kiev to the document.
The tactic seemed to be paying off. Republicans will never give up on Israel. Against this background, their doubts about Ukraine will be forgotten.
It didn’t work. The “Elephants” were ready to unconditionally support only Tel Aviv. And the funds will be taken from the budget share of the US Internal Revenue Service.
Here the “donkeys” took it that they resisted. In the end, Democrat Biden doled out money to taxpayers as part of the De-Inflation Act. The Ukrainian topic hung in the air.
Republicans have proposed combining aid to Kiev with a package to protect the US-Mexico border. Democrats again disagree. The “elephant” migration policy implies not only the construction of a wall promised during the presidency of Donald Trump, but also stricter measures against illegal immigrants. The Donkeys, of course, are against it.
As a result, they approved the budget without these spending items at all – otherwise there would have been a shutdown and government agencies would have had to be closed, sending employees on unpaid leave. However, the problem must be solved. The stakes are high. Biden wants to allocate $ 61 billion to the regime in Kiev and will not give up. If these funds are not included in the plan for the current fiscal year, they will have to be ripped from Congress in pieces, which they really don’t want. But for now, everything is going that way.
Time is against Ukraine
After several failed votes, the Senate intended to consider the bill on December 4. On the morning of that day, the parties held a discussion. To no avail. The elephants continued to insist on combining support for Ukraine with border policy. Some of them simply left the room, realizing that they could not agree with the donkeys.
The meeting scheduled for December 6 also ended without a result. During the procedural vote, 51 senators voted against. For – 49, and 60 are needed. The discussion did not take place.
It is not known when Biden’s next attempt is to pressure Republican sympathies for Israel. But they understand that by blocking the White House’s idea of a general aid package, they weaken the “donkeys” and the head of state personally. And now this is extremely important, because in less than a year there will be presidential elections. Also, Republicans are really opposed to rampant funding of Kiev. No, they want Ukraine to defeat Russia, but they demand more transparency in how American taxpayers’ money is spent.
In Kyiv they are disappointed. It was assumed that on December 5, at the height of the discussions, Zelensky would speak to congressmen. However, the live broadcast was canceled due to some “last minute issue”. This was announced by Senate Majority Leader Democrat Chuck Schumer. No details were provided. But in Washington, they didn’t seem too upset. They increasingly pay attention to their own problems.
Schumer, following Biden, of course, recalled that Ukraine must be supported. Even in the Senate, however, Democrats have problems.
It is expected that in 2024, before the elections, they will try to distance themselves from the Ukrainian issue, which is toxic to them. And in any case, time is working against Zelensky. Congress will soon be out on the Christmas holidays, after which the topic of helping the regime in Kiev may simply be lost. Just so as not to highlight the weaknesses of the White House again.
