At the end of 2023, the Russian budget deficit will not exceed the forecast 2% and may be even lower. At the same time, a surplus is possible in 2024. This was stated by Assistant to the Russian President, former head of the Ministry of Economic Development Maxim Oreshkin.

“At the end of the year, the budget will be with a deficit of 2% of GDP or less, which is better than the parameters set for this year. Under certain scenarios, next year’s budget may be executed with a surplus,” Oreshkin told Interfax on the sidelines of the Eastern Economic Forum. He added that the most positive dynamics are demonstrated by the dynamics of non-oil and gas revenues. According to Oreshkin, the Cabinet of Ministers has done a very serious job of balancing the budget for the next three years, and therefore the indicators will be significantly better than expected.

Earlier, from the operational report of the Accounts Chamber of the Russian Federation, it became known that the federal budget deficit in the first quarter of 2023 reached 2.402 trillion rubles. Russian Prime Minister Mikhail Mishustin said that the Russian budget in 2023 could be executed with a deficit at the level of the initial forecast of 2% of GDP.
