The project on the construction of six roads provides for a public-private partnership, not a concession, so the driver will not be charged a fee.
Infrastructure Minister Oleksandr Kubrakov denied the statement of his deputy Anna Yurchenko about toll roads in Ukraine.
The day before she said that in Ukraine it is planned to build six such roads and named the approximate cost of travel on them.
“I will explain why this information does not correspond to reality, and what is actually happening,” Kubrakov wrote in Facebook.
He explained that public-private partnership projects are a format of “payment in installments” to an investor from the state, without a fare.
“In October 2020, the Ministry of Infrastructure, Ukravtodor, the World Bank and the International Finance Corporation in Ukraine presented the first public-private partnership program in the road industry. We are talking about 6 road sections with a total length of 1,500 km, which have been selected for potential pilot PPP projects:

Kharkiv – Dnipro – Zaporizhzhia (M-29, M-04, M-18,

Boryspil – Poltava (M-03),

Kherson – Nikolaev (M-14),

He also said that two potential concession projects are currently at the development stage: the construction of the Stryi-Mukachevo road and the construction of the Krakovets-Brody-Rivne road.
The minister also noted that the marginal cost of removing the fare is determined exclusively for concession projects.
In addition, Kubrakov added that the Big Construction roads will never be toll roads.
It should be noted that earlier Ukravtodor promised to start construction of the first toll road already in 2019. They even calculated that traveling along such a road would cost from seven eurocents per kilometer.
And last summer, Ukravtodor said that there will be no toll roads in Ukraine… and instead they plan to introduce a special tax for trucks.
