Working and yet having financial difficulties. This is the paradox in which 6.6 million Italians find themselves, which, added to the unemployed, brings the share of the population at risk of poverty to 8 and a half million: 15 percent of the total.
It is the paradox highlighted by an analysis by Unimpres on Istat data and which sheds a not exactly dazzling light on the latest data on the labor market, which has recorded record numbers of employed people but also thanks to the demographic dynamics and the permanence of work of the “over” people who have gradually seen the channels of access to pensions narrowed.

According to the association, we read in the study, “the increase in the data relating to the labor market in recent months does not erase the areas at very high risk, with almost 2 million unemployed to which must be added 6.6 million so-called “working poor”. Without forgetting the over 5 million people in absolute poverty which brings the total number of Italians in partial or extreme difficulty to almost 14 million”.

The Unimpresa Study Center notes that “the share of people at risk of poverty fell slightly last year, amounting to 8 million 440 thousand, down by around 28 thousand units compared to 2022”.
But the president Paolo Longobardi he addresses the executive and says that “the real challenge” is to “create the conditions so that businesses can grow, invest and create new jobs. The recipe is simple: less bureaucracy and fewer taxes, with a substantial amount of incentives for those who create new, stable jobs. The council of ministers scheduled for Tuesday is a formidable opportunity also from this point of view.”
The lens focuses in particular on precarious or underpaid workers: a pool that “in recent years has fed the segment of absolute poor: in fact, if the poor have more than doubled since 2005, rising from 2.4 million to 5.6 million, the “working poor” have gone, in recent years, from 10.4 million to 8.5 million: a negative “balance” of 2.2 million which should be read as a transition from an area at risk to absolute poverty”, we read further.
In detail of unstable or low-income employees, workers with part-time fixed-term contract they went from 867 thousand to 920 thousand, an increase of 53 thousand units (+6.1%); the employees with fixed-term and full-time contract instead of 93 thousand (-4.4%) they fell from 2 million 114 thousand to 2 million 21 thousand; workers with involuntary part-time permanent contracts represent another grown group, with an increase of 17 thousand units (+0.6%) from 2 million and 638 thousand to 2 million and 655 thousand; workers with contracts collaboration they increased by approximately 2 thousand units (+0.8%) from 248 thousand to 250 thousand; finally, part-time self-employed workers grew by 73 thousand units (+10.7%) from 684 thousand to 757 thousand.
“We must fight precisely this and the government, if it really wants to keep the promises made so far, must create the conditions for businesses to work better. We do not believe in permanent subsidies and we are convinced that jobs can only be created by businesses, adequately supported in regulatory and fiscal terms”, concludes the honorary president of Unimpresa.
