The provisional liquidation of the Budget of the Junta de Andalucía for 2020 reveals that its final endowment has been 44,438.78 million euros, which has meant adding 6,160.83 million to the 38,277 million that were the initial loan.
Health has been the great recipient of the injection of money that the 2020 regional budget has received, representing with 1,649.82 million about a third of the total increase.
Revenues have grown in an equivalent proportion after adding 6,067.83 million, which has meant raising the final forecast of income to 44,345.78 million, although the net recognized rights have been 42,548.97 million, according to the Intervention report General of the Junta de Andalucía (IGJA) consulted by Europa Press.
The revenue chapters of the Andalusian Government for the year 2020 with the greatest increase have been Other transfers and the issuance of public debt.
Compared to an initial item of Other transfers of 435.96 million, the income for this concept has been 2,596.32 million, which has meant multiplying by six the initial planning.
Income from the issuance of public debt has practically doubled them, as compared to a forecast of 5,348.74 million, the final collection for this concept has been 9,508.46 million, an increase of 77.7%. The weight of debt issues on the growth of revenue forecasts is close to 70% (68.5%).
The financing system transfers have been 6,308.32 million, when the initial forecast was 6,578.38 million, 270 million less.
The increase in the Health budget has been executed through a credit generation of 1,030.64 million euros, a positive transfer of 742.34 million, a negative transfer of 133.43 million, and two credit additions of 10, 26 million euros and 1.03 million, according to information from the General Audit of the Junta de Andalucía (IGJA).
The item with the greatest increase in Jesús Aguirre’s portfolio has been current transfers, which have increased by 1,438.86 million euros. The next section that registers a greater rise in Health is capital transfers, which do so at 203.74 million. Personnel expenses have risen by 5.75 million euros.
The rise in staff costs of the Ministry of the Presidency, which have done so by 24.53 million, quadruples the increase in Health in this section.
GREATER INCREASE IN STAFF EXPENSES: EDUCATION WITH 94.83 MILLION
The next Ministry in absolute growth has been Education, which has increased its endowment by 288.76 million euros. One third of the rise experienced by Javier Imbroda’s department is explained by personnel expenses, which grew by 94.83 million. The greatest increase in Education has been in current expenses in goods and services, which has risen by 106.88 million.
The Ministry of Equality, Social Policies and Conciliation has increased its credits by 107.11 million euros, of which 19.39 million have been in personnel expenses and the current expenses item has also been the one with the greatest increase with 87, 70 million.
Development represents the fourth largest increase in absolute terms with 84.77 million euros, which is explained by a growth of 122.72 million in current transfers and 23.55 million in real investments, since capital transfers are deducted by 62.59 million.
VELASCO LOSES 242.89 MILLION
The other side of the execution of the 2020 Budget is embodied by the Ministry of Rogelio Velasco, Economic Transformation, which has lost 242.89 million euros. The biggest cut has been in capital transfers, which have touched 300 million (298.81 million). The real investments of this department have suffered a reduction of 9 million.
The Vice Presidency of the Board and Ministry of Tourism, Regeneration, Justice and Local Administration suffers a cut of 5.84 million, a setback that is explained by the reduction in capital expenditures, since real investments have been cut by 5.67 million and capital transfers have done so in 17.83 million. The personnel expenses of the Juan Marín department increased by 9.54 million.
