The Birth of Chips.IT Foundation: Strengthening Italy’s Microelectronics Sector

After the confirmation arrived in September, the Italian Center for the design of semiconductor integrated circuits (Chips.IT Foundation) and the Italian strategy for microelectronics was officially presented in Pavia. Present were the ministers Giancarlo Giorgetti (Ministry of Economy and Finance), Adolfo Urso (Ministry of Business and Made in Italy) and Anna Maria Bernini (Ministry of University and Research).

The foundation represents a fundamental piece of the new Italian strategy for microelectronics, strengthening in particular the microchip design sector. To this end, the foundation will coordinate research and design activities with public and private actors, making latest generation equipment and software available. It will also act as a Competence Centre, helping to train new generations of talent in the sector. The choice of headquarters in Pavia reflects the city’s position at the center of an emerging ecosystem of semiconductor companies and academic excellence in the supply chain.

The private sector will play a fundamental role in the foundation’s activities, collaborating through partnerships of different types. Companies that have communicated their interest in participating in the foundation’s activities to date include Analog Devices, Infineon, Intel, Inventvm, NXP, PSMC, SONY and STMicroelectronics.

“Today is an important day for Italian microelectronics. The birth of the foundation is the result of work that began years ago and today, with pride, we aim to make this Center a vehicle to seize the opportunities of the pillar of the European Chips Act dedicated to development and technological transfer” declared the Minister of Economy and Finance, Giancarlo Giorgetti.

“The birth of the Chips.IT Foundation is a fundamental stage in a broader national strategy in the semiconductor sector, strategic for the Italian economy both from a national and geopolitical perspective, which has seen Italy among the first European countries to implement the European Chips Act. We want to support Italian companies and attract investments from abroad into our country, which is increasingly creating an important ecosystem in the sector” declared the Minister of Business and Made in Italy, Adolfo Urso.

“Microelectronics is an ongoing revolution in which Italy is already a world leader. It is now a question of supporting and strengthening this leadership. Only thanks to the skills of people and the synergy between universities, research centers and companies will we be able to accompany the the process is better. The Government wants to facilitate the creation of this ecosystem of which Pavia will be the center and reason for attraction for the many Italian or foreign researchers around the world. A competitive hub in the most advanced challenges” declared the Minister of University and Research, Anna Maria Bernini.

The Chips.IT Foundation is supported by an endowment of 10 million euros for 2023, while 25 million euros have been made available for each year from 2024 to 2030, for a total of 185 million euros (175 plus 10). Added to these are 5 million euros for operating expenses for each year from 2023 to 2025.
