One step closer to its implementation is the project of installing the casino by the Parnitha in Marousi.

Yesterday, the head of the General Directorate of Environmental Policy of the Ministry of Environment and Energy, Mr. Costas Dimopoulos, signed the environmental conditions approval decision (AEPO) for the construction and operation of a Special Building of a Multi-purpose Hotel Complex of Mixed Use as well as for the works of interventions in the road network in the “Dilaveri” area at Maroussi Attica.

Today, however, the Council of State (CoS) is expected to hear five appeals for the annulment of the Presidential Decree (PD) which approved, one year ago, the relocation of the casino from Parnitha to the “Dilaveri” estate (in junction of Spyrou Loui Street with Kifissias Avenue), the special urban planning plan, the zoning plan and the strategic environmental impact study. The mayors and municipal councils of Heraklion Attica, Filothei Psychiko, Nea Ionia, Lykovrysi-Pefki, Vrilissi, Metamorfosi are against the planned creation of a Casino within the boundaries of the Municipality of Amarousi, but also in any other area in the wider area of ​​the northern suburbs of Attica.

However, according to AEPOwhich was signed, after wide consultation, the Special Building of a Multi-Purpose Hotel Complex of Mixed Use will be developed on three floors (one ground level and three underground levels of ancillary spaces, 836 parking spaces and electro-mechanical facilities) and includes:

  • 5-star hotel with 320 beds,
  • Installation of special tourist infrastructure (spa),
  • Casino
  • Amphitheater with a capacity of 1,400 seats.

The shaping of the surrounding area includes the planting of green areas, totaling 17 acres.

Also, reorganization of the existing traffic conditions in the immediate and wider area of ​​the project is planned. The interventions in the road network of the project area include, among others, a new independent uneven connection of the western side street with Kifisias Avenue, south of Spyros Loui Avenue, blocking the exit traffic towards the western side, at the height of the OAKA pedestrian bridge, interventions in existing pedestrian bridge of the Olympic Games, over Kifissias avenue, which connects the municipality of Chalandrio with the facilities of OAKA, etc.

Photovoltaics and charging stations

The project’s electricity supply will be provided by the Medium Voltage network of DEDDIE, while two substations are planned to be built within the property, one to service the building facilities and the other for the charging needs of electric vehicles. A percentage of vehicle charging stations is calculated at 20% of the 836 parking spaces, i.e. 167 spaces.

In addition, as part of the reduction of primary energy consumption and the energy footprint of the project, photovoltaic panels will be installed in an area equal to 30% of the coverage, with a total power of approximately 520 kW and an annual production of 700,000 kWh.

The heating and cooling of the premises of the special building will be carried out by means of high energy efficiency heat pumps. As for meeting the needs of the kitchens, which amount to 680 kW per day, the complex will be connected to the DEDA network. For the production of Domestic Hot Water, water heaters will be installed, with the energy mainly coming from heat recovery through heat pumps to ensure energy savings.

The transfer of the casino from Parnitha to another area of ​​Attica was foreseen as early as 1994 by law 2206 on the establishment, organization, operation and control of casinos. Many … adventures followed with the abolition of the regulation, its reinstatement and finally its cancellation by the CoE in 2021. Then the State introduced a new regulation changing the casino privatization process, while a year ago PD 36/24.03.2023 was issued for the transfer of the Dilaveri estate in Marousi.

This was followed by the drawing up of the environmental impact study by the company North Star Entertainment SA. (owned by 49% by the Public Real Estate Company and by 51% by Laskaridis, Kokkalis and Lampsa interest companies), which got the green light yesterday from the Department of Environmental Licensing of the Ministry of Interior.
