In this second article on the Metropolitan Council of July 7, we return in more detail to the long debate that animated the afternoon: that of metropolitan representations within GEG, the Grenoble energy supplier.

THE FINAL BOUQUET OF THE DIRTY COUNCIL OF JULY 7

The first part of the metropolitan council, until the beginning of the afternoon, was occupied by the attempt to withdraw the Vice-President’s delegation to Lionel Coiffard (Green), giving rise to endless debates and invectives between elected officials. of the majority divided between Piolle and Ferrari. On returning from the lunch break and until the end of the council, it was the representations within external organizations that took up all the space.

And the representation that has caused the most debate is that within GEG (currently chaired by Vincent Fristot, Green/ADES deputy from Grenoble). Christophe Ferrari had indeed decided to empty the Greens/LFI representatives of the metropolis within GEG, on the grounds that “there is no longer any confidence in the governance of GEG”. Which they obviously violently opposed.

THE CROCODILES TEARS OF THE PIOLLISTS…

Christine Garnier (Greens), one of the most sectarian former pillars of the Greens/ADES clan, representative of the city of Grenoble within GEG, took the liberty of explaining that freedom to vote is a right of elected officials and that Metropolitan representatives would be pressured to tell them what to do at GEG. Alan Confesson (LFI), young pug of the Piolle system, meanwhile pretended to fear that the metropolis would rob the city of Grenoble of its strategic tools.

Let’s recognize a certain amount of nerve in them. Unless it’s a serious problem of selective blindness. Because who, if not Piolle, does not respect the freedom of elected officials when it comes to excluding 7 for having just coughed when voting for the tax increase? Who, if not Piolle, sold off all the “strategic tools” of the city to try to save the budgets of the municipal titanic? Who, if not Piolle, has just sold GEG to the Metropolis for 30 million euros? Who, if not Piolle, is selling off Grenoble Habitat to a private company? Who, if not Piolle, would like to sell the heating company to the Metropolis?

IS ALAN CONFESSON COST THE CITY 11 MILLION?

The heating company is indeed supposed to be sold for more than 11 million euros, completing the great sale of strategic tools in Grenoble. Both the city and the metropolis have entered the sum in their budget, but the sale is not made. Christophe Ferrari soberly indicated during the council that he had not received an offer from the city. From there to imagine that it is the President of the heating company, a certain Alan Confesson, who would be the blocking element because he would not want to lose his place, there is only one step. We are entitled to wonder: is Eric Piolle blocking a recipe of 11 million euros for the city … just for Alan Confesson?

THEY FIGHTED THE CREATION OF SOCIETY TO THE END…

This fight of ragpickers around the representations at GEG was all the more laughable as the Greens fought the creation of the company, as pointed out by the President of the opposition group Alain Carignon. This mixed economy company was indeed born under its municipality and the Green clan of Raymond Avrillier did not spare its pains to prevent it from seeing the light of day, on the political ground of course but also on the ground. legal, in all possible courts.

Years later, this company brought in 30 million to the Piolle municipality, which left it to the metro. And today, it is making no less than 10 million euros in profit, as opposition councilors learned during the metropolitan council, because they are carefully kept away from all this information. Logic dictates that this incredible profit should be used to lower the energy bills of users, who suffer from inflation. An amendment had been proposed in this direction by the opposition group of Alain Carignon during the municipal council of March 13. Amendment rejected by the Piolle majority, who see no problem with the company making huge profits that do not benefit Grenoble residents, but also by the other so-called “oppositions”.

THE GREENS/LFI GET RACING

On this subject as on that of the withdrawal of delegation, the tone is especially raised between the clan Ferrari and the clan Piolle. Anne-Sophie Olmos (Greens) was particularly virulent, complaining that the Piollist group would not be “not heard by the presidency“and denouncing pressure from Christophe Ferrari who would explain that if the administrators of the metropolis within GEG do not follow his directives he would block a market for the heating company run by the Greens / LFI… The suspensions of sessions were very numerous, without the debates making any progress when it resumed.

C. FERRARI: REPRESENTING THE METRO “WITH SINCERITY AND LOYALTY”

Alan Confesson, he continued the charge by asking if the objective of the change of representatives is to fire Vincent Fristot (pillar of the Greens / ADES) from the presidency of GEG. Not enough to make Christophe Ferrari back down, who claimed that this is not the objective and contented himself with hammering that he wants administrators who represent the metro “in sincerity and loyalty“. It is obvious that Ferrari wants to purge the piollists from the authorities, but we can understand it since the latter have been blocking the metro on all major subjects for three years. Indeed not very “sincere and loyal” for the majority.

DO WHAT I SAY, NOT WHAT I DO

The debates and the more or less lyrical flights continued until around 6 p.m. Lionel Coiffard, the Greens Vice-President saved the same morning, explained that the Piollist group would not participate in the vote because he finds “completely delusional” to vote to empty elected officials because they would not be obedient enough. Dominique Escaron (right opposition / center) rightly pointed out that this is nevertheless exactly what Coiffard and his friends had done when they had put out without blinking the representatives of the right and the center of the EPFL (local public land establishment). As usual with the Greens: do what I say, not what I do. Finally, the deliberation was voted. Camouflet for the Piolle clan.

ONLY ONE POSSIBLE WAY: THE RESIGNATION OF THE EXECUTIVE

The metropolitan headless duck has therefore succeeded in making this strategic subject of the supply of energy to the inhabitants an umpteenth subject of contention against a background of quarrels of egos, between the Greens / LFI of Piolle who find fault with all the subjects and Christophe Ferrari who absolutely wanted to remove their representation within GEG, hurt at not having been able to withdraw the delegation of the Green Vice-President that very morning. The institution suffers from these internal wars that prevent progress, and nothing is settled when there are three years left in the mandate. The follow-up to the exceptional metropolitan council convened tomorrow to finish the examination of the deliberations scheduled for last Friday, and postponed since the pitiful spectacle of the exploding majority occupied the whole day.
