The territory of the Bastia Agglomeration Community has 1,678 tourist accommodation rentals according to figures from a recent study by the Corsica Tourism Agency (ATC), but only 715 have been declared in town hall, yet mandatory.
It is from this worrying observation that the CAB has decided to put to the vote this Monday, July 25, a principle of regulation of furnished accommodation on its territory.
Presented by Vice-President Michel Rossi, delegate for the attractiveness of the territory and mayor of Ville-di-Pietrabugno, the ATC study reveals that the 1678 rentals represent more than 7 million euros in annual revenue and that 59% of these properties are rented for more than 8 months in the year (996). In view of the increase in the rental fleet on its territory in recent years linked to the proliferation of platforms for connecting individuals to individuals, unfair competition for hoteliers and the difficulty of finding accommodation in the municipalities, the Cab wanted to react.
In an attempt to better understand the furnished tourist accommodation in Greater Bastia and to regulate it, the community councilors unanimously voted for the CAB to take charge of a remote declaration service, where the lessor can identify himself, declare his accommodation, and where a registration number will be assigned to him. Until then, the declaration had to be filed with the town hall as stipulated in article L 324-1-1 of the Tourism Code: “Anyone who offers furnished tourist accommodation for rent, whether it is rented all year round or only a few days a year, must make a prior declaration to the town hall where the rental is located. »
However, the municipalities transmit few declarations of furnished accommodation to the CAB because the lessors do not respect their obligations, or even ignore them. “Because of this, municipalities can miss out on income from the tourist tax “, says Michel Rossi. Indeed, the tenants of these furnished tourist accommodation are subject to the tourist tax just like the nights in the hotels. This tax is then donated to the authorities responsible for tourism, here the Bastia Tourist Office at 90% and the remaining 10% to the ATC. Thus, in 2019, the product of the tourist tax from all establishments, 30 in total including 27 hotels, was €272,000. With regard to the product received by Airbnb-type platforms, this amount was €178,000, while direct rentals declared to the town hall service generated €9,600 in revenue.
