The auction of 5G networks in the Czech Republic will be handled by the European Commission, O2 has filed a complaint

“The key for us is to eliminate retroactivity, prevent the possibility of speculative behavior during the auction and increase allocations so that we can build a real gigabit company in line with government strategy and European standards,” said Jungmann.

According to the statement, O2 sees no reason why entities that will not participate in the auction should be entitled to national roaming on all frequencies of existing operators. According to the draft conditions, entities that obtained cheap 3700 MHz frequencies in the last auction should be entitled to so-called national roaming.

“This is a retroactive measure and, in addition, such a player will never be able to build its own full-fledged network on these frequencies. We demand that national roaming entitlement be linked only to auctioning in the 700 MHz band and national roaming entitlement duration limited to five years. This will motivate the new player to take a serious approach to networking and the measures will be in line with international practice, “the spokeswoman added.

Another point that the operator disputes is the price of national roaming determined by the so-called cost model. It is common practice in all European countries where the 5G auction took place is that the regulator called on new and existing players to find a mutual commercial agreement, which was successful everywhere. The exception is Slovakia, where the price of national roaming was set at the level of other existing commercial agreements.

It is crucial for O2 to increase the spectral limit for existing operators in the band 3500 to 3700 MHz to at least 80 MHz. The proposed limit for existing operators of 60 MHz is not even at the minimum range recommended by the EC and does not meet the standards that require for quality operation of the 5G capacity layer at least continuous 80 to 100 MHz. A full gigabit 5G connection cannot be provided on a 60 MHz block.

Reduction of the starting price

The company also demands a reduction in the starting price, which would allow for a higher investment in the network, and at the same time the possibility to repay the price over a longer period of time. At the same time, it proposes tightening the possibility of downloading the highest bid from the reserved block. In the tender, there is an advantageous option to withdraw from a block reserved for new operators on more favorable terms than from other blocks. This may lead to speculative behavior and the collapse of the auction, similar to 2013.

The CTU wants to announce the auction in the summer after settling the comments. According to the intention, the auctioning of frequencies should start in the autumn and their allocation is expected at the beginning of next year. In addition to the existing three mobile operators, ČEZ, Nordic Telecom and Sazka Mobil, for example, showed interest in participating in the auction.

Revolution named 5G

5G will change everything – and it will be a much more dramatic change than the ones we associate with the advent of wireless technology. The 5G standard will not only be used to connect computers and mobile phones to the Internet. It will also be used by smart devices, which are gradually settling in domestic households.

The new generation of mobile internet will find application, for example, in transport, virtual reality, sports, but also in the field of health.

Likewise, smart washing machines and refrigerators will be connected to 5G networks, but also autonomous cars, for example – a fast and stable internet connection on the road is key to their development.

While 5G may only seem like another mobile standard, in reality its benefits will be far greater. According to Ericsson’s studies, the fifth generation of mobile networks will make high-speed Internet accessible to up to a billion people and devices. What’s more, it will allow the expansion of modern technology.
