The application for monthly assistance to HIV-exposed children can be submitted in an e-form

Resolution No. 463 of the Cabinet of Ministers of Ukraine of April 26, 2024 came into force, which defines the mechanism and conditions for the appointment and payment of monthly state aid to HIV-exposed children until their HIV status is established and to children living with HIV.

HIV-exposed children before their HIV status is established and children living with HIV who are citizens of Ukraine, as well as foreigners or stateless persons legally staying in Ukraine, have the right to receive monthly state assistance.

Appointment and payment of monthly state aid is carried out by regional health care institutions, which carry out medical monitoring of people living with HIV, according to the registered/declared place of residence (residence) or the place of appeal of parents, other legal representatives of children.

To assign monthly state aid, one of the parents, other legal representatives of the children, who permanently lives with the children, submits to the authorized institution an application for the assignment and payment of monthly state aid in the form approved by the Ministry of Health, with copies of the documents provided for in this Procedure.

The application is submitted by the applicant in person, by means of postal communication, through a representative authorized in accordance with the procedure established by law or, if technically possible, in electronic form (using information and communication systems, through the official website of the authorized institution or information and communication systems of bodies integrated with it executive power and local self-government bodies, in particular with the use of a qualified electronic signature).

Copies are attached to the application:

– birth certificate of a child or in the case of a child born abroad and in the absence of a birth certificate issued by the state registration authorities of civil status acts of Ukraine, issued by a competent authority of the state of residence and legalized in the established manner, a document on the birth of a child, unless otherwise stipulated by international treaties of Ukraine, with translation into the state language. The fidelity of the translation or the authenticity of the translator’s signature is notarized;

– a document confirming the authority of a person as a legal representative, except in cases where the legal representative is one of the child’s parents;

– the applicant’s passport of a citizen of Ukraine or another document certifying identity and confirming the citizenship of Ukraine or its special status;

– the registration number of the taxpayer’s registration card (if available) (except for individuals who, due to their religious beliefs, refuse to accept the registration number of the taxpayer’s registration card, have officially notified the relevant supervisory body about it and have a note about it in the passport of a citizen of Ukraine) of the applicant .

Obtaining the information necessary to form an application is carried out through electronic information interaction between information and communication systems and public electronic registers of state bodies in the established order on the basis of the information specified in the application (if technically possible).

Changes were made to the resolutions of the Cabinet of Ministers of Ukraine dated September 12, 2012. № 852 “On the amount of monthly state assistance to HIV-infected children and children suffering from an illness caused by HIV” and dated November 27, 2019. № 1121 “On the approval of the Procedure for the use of funds provided for in the state budget for the implementation of the program “Public health and measures to combat epidemics”.
