The ambulance of the private medical center, whose door did not open in the incident with the goalkeeper of “Slavia” Georgi Petkov on Sunday, is registered with the Traffic Police as a cargo minibus and not as a specialized car, Dir.bg has learned from its health sources.

Petkov, who will turn 46 on March 14th, remained on the ground at the end of the first half of the match between Slavia and CSKA after a heavy clash with Jordi Caicedo. As a result of the blow to the head, Petkov swallowed his tongue and received a concussion, which required him to be rushed to hospital. However, the door of the specialized car of Artro Medical Center refused to open. Thousands of spectators in the stands and in front of the screens witnessed officials and footballers with bumps and kicks trying to open the ambulance to get Petkov on board. The absurd situation lasted over 5 minutes. Slavia’s Erol Dost had to enter through the front door of the vehicle to open the inside to allow the goalkeeper to enter.
Lalka Koeva, a member of Artro’s board of directors, explained that what happened was a mechanical problem that was not the result of negligence or neglect.
However, the registration of the ambulance in question in “Roadside Assistance” is like a freight bus. The vehicle was manufactured 31 years ago. This raises a number of unanswered questions:
- Who and when did the conversion from a freight bus to an ambulance?
- When passing the annual technical inspection, the checkpoint checks the freight bus and an ambulance passes
- Was the ambulance checked before the football match and by whom? ”
- Does the ambulance’s equipment meet the requirements?
In 2020, the National Assembly decided that ambulances are subject to regulation for roadside control. There are requirements for the specialized cars themselves, for equipment, for doctors, for drivers, etc. The Road Transport Act stipulates that the Minister of Transport and the Minister of Health shall determine by an ordinance the terms and conditions for the transport of sick and injured persons by special vehicles. However, this regulation is not yet a fact. The two ministries explained that there is a working group that is still reviewing the draft document.
According to Dir.bg, the delay in the adoption of the ordinance is due to disputes over whether it should include regulation for ambulances and whether there should be medical personnel in the ambulances. However, according to UEFA rules, a resuscitation vehicle is required for certain matches.

In October 2020, a man working with an ambulance performed emergency resuscitation on a 33-year-old patient who was dying. Then it became clear that the driver of the unlicensed specialized car was not a doctor, did not have a doctor’s degree and had never studied medicine. At the same time, however, he is the sole owner of 5 private ambulance companies, with “Ambulance” and “Ambulance” in their names. However, according to the law, there is no private emergency care, such can be provided only by the state centers for emergency medical care. Private ambulances are for emergency care and specialized medical transport.
Until now, the companies with ambulances continue their “medical” activities.
