Unit means solidarity, not homogeneity. These are not happy days for the red areas. Citizens are forced into a new regime that is very penalizing because these are measures that limit circulation and risk depressing many restaurateurs, business operators and economic operators. But even the orange and yellow areas are subject to restrictive measures, albeit differently graded. We don’t do all this lightly. Only in this way can we fight Covid and win this battle. We hope as soon as possible.

Salvini accuses the government of making political choices to punish the center-right juntas and reward those of the center-left. Is the right looking for the shoulder?
Those who accuse us of acting on the basis of political discrimination in bad faith. There is no desire to penalize some areas at the expense of others. There is no margin of political discretion in the order of Minister Speranza. Regions are an integral part of this mechanism.

There are regions where the virus goes fast, such as Campania, which find themselves in the yellow band. Will you not go back, even if many complain about the lack of transparency and accuse you of deciding on the basis of old and incomplete data?
No, we are not going back on this. The alternative to this system is to close the country once again with enormous damage for all. In this case, a bad common would not be half joy, but disaster for everyone.

The latest bulletin is about 446 deaths and 37,809 cases. Why are your measures failing to slow down the Covid-19 rush? And why does the government always seem to be running after the virus?
This train is running faster and faster and we absolutely have to stop it. for this reason we have gradually introduced “speed reducers” with the first Dpcm. When it is objected that the compulsory mask outdoors and indoors had no effect, I reply that the infected, the deaths, the sick in intensive care without this obligation would have been many more.

Why all these Dpcm? Are you afraid that intensive care is not enough with these numbers?
just to prevent this moving train from reaching us and overwhelming our health services that we have been forced to intervene again. The virus now runs fast across the country, so much so that there are no green regions. This means that we will hardly be able to transport patients from one region to another if the curve continues to rise exponentially. In the spring Germany helped us, but now this would not be possible and therefore we must absolutely bring the curve under control and the country in safety.

The governor of Piedmont Alberto Cirio furious because in Naples the pizzerias can remain open and in Turin not. He opposes the Dpcm and accuses it of making choices without logic. How does he respond?
Monitoring does not stop only at considering the transmission speed of the infection, but takes into account as many as 21 parameters that summarize the risk condition of the entire territory, with particular regard to the stress produced on health services. Why should a less suffering region suffer the same restrictions applied to a more suffering region?

A challenge was triggered between the governors, as if yellow, orange and red were licenses of good or bad administration. Is there a risk that the Regions could falsify the data or transmit only part of it?
I don’t even dare to think so. It would mean knowingly putting the lives of one’s fellow citizens at risk, with criminally relevant conduct. In any case, the territories that are today in more critical conditions with the most severe care can soon return to a less restrictive band.

Will you change the composition of the control room to calm the controversy and make the choices more transparent?
The Conference of the Regions has designated three experts to be part of the control room. Finally, the results of the monitoring are also shared by the CTS. In any case, I wanted a provision to be included in the restorations decree that will contribute to making the monitoring mechanism even more clear and transparent, so that the scientific community and all citizens can access this information.

On the school in attendance she had made a commitment to the Italians. Don’t you regret not being able to keep up with the other European countries in lockdown?
Switching to distance learning especially for upper secondary schools was a very painful choice. However, we will guarantee the opening of the workshops and the presence of students with disabilities and special educational needs. We will limit this measure to what is strictly necessary.

Did the first summit with the leaders for the legislature pact really go so well, or are you making the best of a bad situation?
It was a very constructive discussion, which served to reaffirm the common will to update the government program, defining the reform projects to be implemented as a priority.

For Renzi it was the first time at Palazzo Chigi after his resignation. Does the former prime minister want a reshuffle?
In the political confrontation, there was no reasoning of reshuffles, but of concrete projects and objectives.

Does the axis between Zingaretti and Renzi reinforce the suspicion that part of the majority works in a government of national unity?
That there is greater understanding between the majority forces and their leaders is my own wish. Cohesion is the prerequisite for modernizing the country and overcoming the challenges that await us from here to the end of the legislature.

I don’t imagine Christmas parties with kisses and hugs, dinners and bingo. I hope we will gain some serenity and that the economy will be able to run at full capacity.

If other Regions were to enter the orange or red zone, will the money be enough for everyone?
In the new refreshment decree we have inserted a special fund, precisely to provide new resources to be allocated to Regions that should worsen their level of risk. We raised the compensation because we realized that those paid for the spring lockdown were not enough. We have also expanded the range of beneficiaries to further economic activities.

A clean cut in this phase is a difficult road to follow, also by virtue of the high costs that would burden the state coffers.

We await the conclusion of the complex electoral process with respect and confidence. The US has once again demonstrated the great vitality of their democracy, confirming those common values on which the transatlantic relationship is founded. Relations between Italy and the US will continue to constitute a pillar of our international action, regardless of the electoral outcome. Today, more than ever, we must work together to overcome the complex challenges that lie ahead.

How do you explain the decline in polls? Are Italians disappointed with how you handled the second wave?
Let’s be serious, the only thing that interests me is the decline in the epidemiological curve, the drop in hospitalizations and intensive care. A pandemic is not governed by looking at polls.
