The farmers’ organizations have stated that they will continue their struggle demanding the complete repeal of the Modi government’s pro-corporate agrarian laws. The All India Kisan Sanghar Co-ordination Committee, which is leading the farmers’ strike, welcomed the Supreme Court’s decision to stay the rules. There is no change in the position that the rules should be repealed completely. Farmers’ organizations will not appear before a committee appointed by the Supreme Court. The committee members were all supporters of agricultural laws. This is an example of how the court has been misled by various centers even in the formation of the committee.
The order stating the agricultural laws is an interim measure. But that is not the solution. Rules can be reinstated at any time. Government laws need to be completely repealed. The government should realize that the farmers and the people are against the law. The Supreme Court has appointed a committee of its own. The formation of the committee validates the concerns raised by the farmers’ organizations. The farmers’ organizations had earlier rejected the committee’s proposal put forward by the government.
Farmers’ organizations have made it clear to the government that the laws will lead to corporate regulation in the areas of agricultural production, processing and marketing. This will increase the cost of farming and increase debt. Product prices will fall. Crop losses will increase. Government will reduce procurement and abolish the public distribution system. Food costs will increase. Increases farmer suicides and starvation deaths. And will be evicted from agricultural land. The co-ordinating committee said the government was trying to hide these facts from the people and the courts.
Temporary stay
The Supreme Court has temporarily stayed the controversial agricultural laws. The minimum support price should remain the same as before the new agricultural laws came into force. Farmers should not be deprived of their land rights due to the new rules. The bench, headed by Chief Justice SA Bobde, directed in an interim order that the status quo should continue till further orders.
The court ruled that the right to protest peacefully was not denied. However, this extraordinary order was seen as an achievement of the agitation and the farmers were requested to return to farming. The case will be reconsidered in eight weeks.
Fourth Expert Committee
The Supreme Court has constituted a four-member expert committee to hear the grievances of farmers and the arguments of the Central Government in the new agricultural laws. The members are Bhupinder Singh Mann, President, Indian Kisan Union, Pramod Kumar Joshi, Director, South Asian Institute for International Food Policy Research, Ashok Gulathi, Agricultural Economist, and Ashok Dhanwat, President, Farmers’ Association. The committee is responsible for making recommendations after hearing the views of the farmers and the government. The government should provide facilities for the committee to work in Delhi. Expenses must be borne. The report should be submitted within two months of the first sitting. The first sitting should be within 10 days.
