On Sunday July 17, we went up a level, going from yellow to orange on the heat wave alert scale. The city and its Communal Center for Social Action (CCAS) have therefore implemented the plan that had been designed upstream, the main objective of which is to protect the most vulnerable.
The crisis unit has triggered measures, including the opening of the reception in rue Trachel every day, including weekends (it usually only receives visitors for the night outside the winter period).
“This will allow people in precarious situations, vulnerable or simply who are too hot at home to come here to cool off because the premises are air-conditioned”comments Jennifer Salles-Brabosa, deputy mayor and president of the commission for the fight against inequalities, solidarity, defense of women’s rights.
“In the large room, there is a television, tables and water available. This allows them to come and breathe, to rest but also to break their isolation by talking to other visitors. In the same order of ideas, the reception of the avenue du XV Corps is also open to all, but from Monday to Friday.
Calls to isolated people
The other side of the heat wave system consists of maintaining the link with all the people of Nice identified as isolated (due to their age or disability).
“They are nearly 2,500 and register with our services either on their own initiative, or their relatives take care of it with their agreement”explains Éliane Botte, director of social inclusion and access to rights at the CCAS.

“We have launched a communication campaign by sending text messages and voice messages this Sunday morning to all our registered people on the register of isolated people”explains Philipe Rossini, Director General of the CCAS.
“In addition, we have asked all our available agents to come and we have started to contact them by telephone one by one. Civil security volunteers have also come to lend us a hand and we thank them. We will renew the operation on Wednesday if the heat wave continues. If people do not answer the phone, the CCAS can send agents to their homes to check on their condition.
Dial 115 if in doubt
Through these calls, the CCAS will be able to establish an assessment of each and identify those who would need closer monitoring. During the phone calls, the agents recall the advice to protect themselves from the heat.
They insist in particular on the need to drink enough water without waiting to need it. Important, because older people do not always feel thirsty.
However, dehydration can be rapid and particularly harmful to their fragile organisms. Even if in Nice, we are used to dealing with the heat, a reminder of healthy gestures is always in good order.
The directors of the four nursing homes and three autonomy residences in the city of Nice were also associated with the system. The Blue plan has been activated. He plans to emphasize hydration for the elderly. “In the establishments, the common rooms are air-conditioned. The activities have been adapted to the situation”says Philippe Rossini.

“This morning, we were warned that the reception on rue Trachel was going to be open from noon”say Mickael, 73, and Claude, 62, both without a stable home.
“Usually, we sit in the park opposite, under the trees in the shade. We are happy to be able to come here during the day, it is still better with the air conditioning.”
Same story with a 68-year-old lady who wished to remain anonymous: “it’s very hot at the moment so I appreciate being able to rest a little cool. For the night, I don’t know how I’m going to do it yet, I see day by day. You know, housing is very difficult in Nice!”
