The Action Plan for the Implementation of the National Strategy for the Creation of a Barrier-Free Space in Ukraine has been adopted – Government Courier

Barrier-free accessibility is the need of the hour and a basic necessity for millions of Ukrainians. Implementation of the standards of a barrier-free society opens up opportunities for all people, including persons with disabilities, older people, parents with children, to realize themselves and reveal their potential. Today, another step has been taken towards building a barrier-free Ukraine. The Cabinet of Ministers of Ukraine adopted the Action Plan for 2023-2024 for the implementation of the National Strategy for the Creation of Barrier-Free Space in Ukraine for the period until 2030.

It provides for the implementation by 15 ministries and other central bodies of executive power of 472 measures to create a barrier-free space.

“The goal of the restoration of Ukraine is not only to rebuild what was destroyed, but also to create a qualitatively new infrastructure that will be inclusive for different population groups. Therefore, compliance with barrier-free standards will be one of the requirements for any reconstruction project. Our intermediate goal is 100 percent compliance of the restored infrastructure with barrier-free space standards by 2024.

We are also continuing our work on improving state building standards in terms of barrier-free accessibility. Adherence to its principles is one of the main elements of the urban planning reform proposed by our Ministry.

Thanks to the team of First Lady Olena Zelenska and her team for their leadership in promoting the ideas of building a barrier-free space. I am sure that together we will be able to rethink the Ukrainian infrastructure in practice, taking into account the needs of the maximum number of different population groups,” commented the Vice-Prime Minister for the Reconstruction of Ukraine – Minister of Community Development, Territories and Infrastructure Oleksandr Kubrakov.

The updated Draft plan takes into account the current challenges and problems that people are facing now. In particular, this concerns the adaptation of building regulations and infrastructure to wartime conditions.

The action plan for the Ministry of Community Development, Territories and Infrastructure includes, in particular:

  • monitoring the barrier-free nature of objects in the physical environment, transport, adapting them to the needs of people with reduced mobility;
  • introduction of new and improvement of current state construction regulations, standards in the field of barrier-free space;
  • development of new standards and norms of transport accessibility and barrier-free transport infrastructure;
  • training of specialists in the field of urban planning, architecture, and transport in modern approaches to creating a barrier-free space.

We would like to remind you that the Ministry of Development of Communities, Territories and Infrastructure has already developed a plan for the implementation of barrier-free solutions. Its goal is 100 percent compliance of restored objects with accessibility norms and standards.
