The Achievability of the Seventh Block Project at Kozloduy NPP and the Importance of Transparent Implementation

“With good organization, the completion of the project for the construction of the Seventh Block of the Kozloduy NPP in 2033 is achievable. With American and European companies, such a project cannot be implemented opaquely.” This was stated by the energy expert Ivan Hinovski in the program “Offensive with Lyubo Ognyanov” on NOVA NEWS. He recalled that for the construction of the Eighth Unit at our nuclear site, it is necessary to have an additional EIA. “The procedure requires an EIA for a second block to be built there,” he explained.

“The construction of the 7th and 8th units of the Kozloduy NPP would cost between 5 and 7 billion dollars. That’s between 120 and 150 euros or dollars per megawatt hour. This is below the price of a thermal power plant, taking into account the cost of harmful emissions”, said Hinovski literally, without clarifying whether his bills are in euros or dollars per megawatt hour.

He explained that thermal power plants are important for the energy balance, but: “this technology is going away, like steam locomotives are going away. Coal plants in the next 10-20 years will have a very important function until nuclear plants are built”.

According to him, it should not be confused with the excise tax that Bulgaria insists on receiving from the transfer of gas through our territory, these are not transit fees. “Each country is sovereign to determine additional excise taxes for energy services that it provides. I don’t see any contradiction with the European directives, this is not a change in the transit contract”, said Hinovski on the occasion of the referral to the Constitutional Court by President Rumen Radev about the new energy contributions on gas transit. “This is an excise tax for an energy service,” the energy expert defended the proposed fee. “It is the sovereign right of each country to change taxes, excise duties and customs duties on its territory,” repeated Ivan Hinovski.
