On November 29, the 2023 Artificial Intelligence Computing Conference (AICC) with the theme of “Intelligence and Computing Power is Innovation” was held in Beijing. This conference is supported by the Zhongguancun Management Committee of the Beijing Municipal Science and Technology Commission, the Beijing Municipal Bureau of Economy and Information Technology, and the Haidian District Government, and hosted by Inspur Information. The conference focused on hot topics such as intelligent computing infrastructure, large model innovation, AI Infra technology innovation, autonomous driving innovation and application, AI for Science, intelligent computing open standards and other hot topics. It opened a theme forum and six special sub-forums, with nearly a hundred government officials. The “White Paper on Innovative Application of Large Models in the Artificial Intelligence Industry of Beijing (2023)” (referred to as the white paper) was released at the conference. The “White Paper” systematically analyzes and elaborates on the global development trend of large models, Beijing’s application and development suggestions, and selects six industry fields including government affairs, finance, medical care, traditional industry empowerment, cultural tourism, and smart cities. 18 This is a typical case, aiming to demonstrate the application results of large models in Beijing and promote the connection between supply and demand of large models.

The artificial intelligence computing power development assessment report was released, and Beijing, Hangzhou and Shenzhen ranked among the top three cities in AI computing power.
At the meeting, the “2023-2024 China Artificial Intelligence Computing Power Development Assessment Report”, which serves as the “vane” for the development of China’s AI computing power, was released. In the future, “application-oriented and system-centered” will be the main path for computing power upgrades. In 2023, the scale of China’s general computing power is expected to reach 59.3EFLOPS, a year-on-year increase of 8.8%; the intelligent computing power is expected to reach 414.1EFLOPS, a year-on-year increase of 59.3%, 6.7 times the growth rate of general computing power. Among them, the scale of my country’s artificial intelligence server market is expected to reach 66.4 billion yuan, a year-on-year increase of 82.5%.
The report announced the ranking list of China’s artificial intelligence cities and the ranking list of artificial intelligence industry application penetration. In the ranking of urban artificial intelligence computing power, Beijing, Hangzhou, Shenzhen, Shanghai, and Suzhou rank in the top five, and Guangzhou, Jinan, Hefei, Chongqing, and Chengdu rank 6-10. On the one hand, the construction of intelligent computing centers is an important driving force for the development of artificial intelligence in the region. The cities on the list all attach great importance to investment in computing power and continue to promote the development of the artificial intelligence industry; on the other hand, the artificial intelligence computing power ranks high is also a city that releases a large number of large models. In the ranking of artificial intelligence industry application penetration, the Internet industry ranks first as the main frontier for the application of generative artificial intelligence technology, with telecommunications, government, finance and manufacturing ranking in the top five.
