Sabri Celik was born in 1959 in Istanbul. Sabri Çelik, who has been a referee in the 1st League for many years, has undertaken the duty of observer in UEFA organizations many times. Sabri Çelik, whose main profession is teaching, was also a member of the board during the periods of former MHK presidents Bülent Yavuz and Hilmi Ok.

To be implemented in the new season, within the scope of the works related to the Arbitration, Observation and Representation structures of the Turkish Football Federation Board of Directors; The decisions taken by our Referees and Observers in order to reach better levels in national and international competition are as follows:

1. After examining the latest technologies that are frequently mentioned in the public and used in Spain and Belgium, the current Football Management System (FYS) software of TFF will be developed and the Referee Assignment System will be used for the first time this season, where new generation technology will be used.

2. With the 2022-2023 season, field and Video Assistant Referee (VAR) staff will be separated. In this context, VAR staff will be composed of referees who have IFAB certificate gained through VAR trainings that have been going on since the past years.

Until the ongoing VAR certificate programs are completed and the referees gain sufficient experience, and if necessary, referees with VAR certificates in UEFA-affiliated countries will be used.

3. In the assignment of observers, the assignment system supported by the new generation technology, which will be utilized within the scope of the studies on the Arbitration and Observation structure, will be applied and the digital observer report created with the revised criteria will be used.

In Spor Toto Super League, apart from the observer on duty at the stadium, a second observer will work alone in the Special Observer Room, which will be created for the first time, and thus a second observer report will be drawn up in the competitions.

Observer reports will be recorded, stored and not shared in any way as required by the UEFA Referees Convention.

4. It is aimed to form the new referee and observer classification squads during the half-time period of the Super League, which will be given during the World Cup finals period. Until this time, it has been decided to continue with the existing referee and observer cadres without making any classification changes.

5. It has been decided to agree with a foreign referee trainer who has international experience for the 2022-2023 Season.

6. In coordination with UEFA, it was decided to initiate referee exchange programs with the major leagues of Europe. In this context, UEFA Elite and Category 1 referees, who work in Spor Toto Super League, take part in the important leagues of Europe where the work will be carried out, as well as UEFA Elite and Category 1 referees, who work in European leagues, where the work will be done, on the same basis, on the basis of reciprocity. has been decided.

7. The tests applied to the current referees and observers were reviewed; It was decided to apply additional psychotechnical tests including tests such as development and selective attention level, comprehension and evaluation, speed and distance perception, visual angle and coordination, determination, and visual selectivity. These tests will be carried out in cooperation with Istanbul University.

8. It was decided to cooperate with a university in order to improve the performance of referees and observers with methods determined according to scientific data and rules and to measure their development.

9. Again making evaluations about the Representation system, the TFF Board of Directors decided to start training studies on the Representation structure by using the new generation technology to be used in the Refereeing and Observation system, as well as tests containing developmental and psychotechnical tests in addition to the existing tests.
