The Texas National Guard responded to a video obtained by Texas Public Radio last week that sparked outrage and controversy.
The video appears to show guard troops ignoring the cries for help of a woman and child who were trying to cross the waters of the Rio Grande into the United States.
In a statement, Texas Military Department officials said that, in their words, they saw “no signs of incapacity.”
However, the woman in the video can be heard pleading for help and telling guards that she could no longer walk in the water.
Eyewitnesses said the woman and child “sunk” for a few moments, but confirmed they ultimately survived.

“Ignoring that woman and her baby was wrong on a basic human level. At what point would they have intervened? When her baby was already drowning?” Sawyer said.
Four migrants have drowned in the Rio Grande this month, according to the Mexican Red Cross.
