That April 30, a citizen of Cuban origin identified as Alexander Alazo fired 32 rounds from a semi-automatic assault rifle at the diplomatic representation building in Havana. As it turned out, Alazo planned the attack well in advance and had a license to carry weapons. He owned a Glock brand pistol, and prior to the attack he obtained an AK-47 rifle and two weeks prior he visited the area for scouting purposes.
The reports showed that this individual moved from the state of Pennsylvania with the weapon and ammunition to where the Cuban embassy is located.
An immediate complaint from the Cuban authorities expressed that the United States Government failed to fulfill its obligation to prevent this attack of which there were sufficient signs.
There is a serious history of violent and hostile acts, including terrorist acts against designated diplomatic officials in the United States, both at headquarters in Washington and at the Permanent Representation to the United Nations in New York.
The Cuban diplomat Félix García was murdered in the streets of New York on September 11, 1980 and direct attacks with explosive devices against the headquarters of the Permanent Mission of Cuba in that city are documented.
