President Director of PT Pertamina Patra Niaga or Subholding Trading and Commercial PT Pertamina (Persero) Alfian Nasution said the requirements for opening a business gas station Mini or Pertashop by local entrepreneurs is quite easy.
In fact, with a capital of IDR 250 million, entrepreneurs can open a gold type of Pertashop.
“For Pertashop, the required capital is around 250 million, including shipping and (development) costs for Pertashop,” he said in a meeting at the House of Representatives Commission VII, Monday (31/5).
The conditions include having business legality in the form of a business entity and or legal entity (UD/CV/Cooperative/PT). Then, have complete legal documents in the form of an ID card, NPWP, and company deed and get a recommendation from the village head.
Furthermore, owning or controlling land for the operation of Pertashop. “So you don’t need to own it by buying land, he can already control it. Just 100 to 200 meters can do it,” added Alfian.
However, before deciding to build a Pertashop, entrepreneurs are asked to first confirm whether the Pertashop construction location meets the criteria.
First, has accessibility to the village, where the road access is sufficient for a modular delivery tanker. Second, the availability of the power grid.
Third, sub-districts that do not yet have other fuel distribution agencies, either Pertamina or other distributors such as Shell to BP. The distance from Pertamina gas stations cannot be below 10 km, while the distance from other Pertashops cannot be less than 5 km.
Finally, the location that Pertashop will build has a good turnover potential economically.
“We provide a margin of around 850 per liter, with a calculation of the estimated return on capital for this type of Gold, which is around a maximum of 5 years, depending on how much income from other sectors means from lubricants and LPG,” concluded Alfian.
On the same occasion, Pertamina’s Managing Director Nicke Widyawati said the company continued to boost the Pertashop program to help improve the regional economy. Currently, there are 1,454 Pertashop units operating throughout Indonesia, while 646 Pertashops are ready to operate.
Apart from that, there are 2,539 business entities that have registered for the construction of Pertashop, of which 262 are in the document verification process, 793 are field verification and 1,484 are in the verification preparation stage.
“Why is the criteria for infrastructure? Because for this supply problem we certainly don’t have a pipe there. So it can only be sent using a tank car, and we also use a tank car with the smallest capacity of 5,000 liters,” he explained.
He also ensures that the application for Pertashop development can only be done online to avoid price games by locals.
Meanwhile, to accelerate the development of Pertashop, Pertamina has collaborated with the Ministry of Villages and Development of Outermost and Disadvantaged Regions (Kemendes PDTT) so that its development can use the village fund budget to be used by village business entities (BUMDES).
“Because there is also a village budget that is usually used for this, so this village budget revolves around the village to become an investment and improve welfare and also absorb labor in the village,” he explained.
Pertamina, continued Nicke, is also cooperating with the Ministry of Internal Affairs regarding licensing issues. Because until now the region still requires the construction of the mini gas station to meet the AMDAL and IMB requirements.
“This is from the local government, so we hope that this collaboration will provide convenience. Because today the licensing is the same as the permits and requirements for large gas stations,” he explained.
