Temporary aggravation of the partial lockdown



Together we managed to break through the increase in the number of infections. We are on the right track, but it is still too slow. The numbers need to fall faster to avoid overburdening staff in hospitals and to ensure the quality of care for all patients. We also want to accelerate the way back to more freedoms in our daily life. The cabinet has therefore decided to introduce additional measures for the next 2 weeks, in addition to the current partial lockdown.

Persevere

The risk of becoming infected remains high: at the moment 1 in 6 people in the Netherlands test positive. So sticking to the measures is crucial. Staying at home and testing for complaints. Avoid crowds and keep your distance. You do this for yourself and for your loved ones. For the retailers who want to stay open and for the catering industry that wants to open again.

From November 19th we will go back to the partial lockdown of October 14. In mid-December, the cabinet will assess what is possible for the period thereafter. There must be sufficient evidence to reduce the number of infections and the pressure on regular care before the measures can be reconsidered.

Stay at home as much as possible

By further limiting the number of contact moments and travel movements, we intervene in those places where the risk of transmission of the virus is greatest. The motto for the next 2 weeks is: stay at home as much as possible and avoid unnecessary travel. Traveling and booking trips abroad is not recommended until mid-January, unless strictly necessary.

Unfortunately, the tightening of the measures also has an impact on our well-being and the economy. But this step is now necessary so that a new perspective presents itself more quickly: a society in which we deal with the virus as well as possible. In healthcare and in our daily life. Where we can be together. With family and friends, during happy and sad moments. During exercise or in a restaurant.

The following measures apply from Wednesday 4 November at 10 p.m. to Wednesday 18 November.

Summary of measures 3 November (valid from 4 November, 10 p.m. to 18 November)

Groups:

  • At home you receive a maximum of 2 people per day.
  • Inside (not in the home situation) and outside, a group consists of a maximum of 2 persons from different households.
  • A household does not have a maximum number of people.
  • For funerals, a maximum of 30 people applies from 9 November.
  • A maximum of 20 persons applies for weddings.

The daily life:

  • Stay at home as much as possible, even during holidays.
  • Avoid unnecessary travel.
  • Work at home, unless there is no other option.
  • From the age of 13, wear a face mask in public indoor areas and on public transport.
  • In secondary education (VO), MBO and higher education (HO) everyone wears a mouth mask outside of class.
  • All publicly accessible locations are closed. Such as museums, theaters, sex clubs, casinos, cinemas, amusement parks, animal parks, swimming pools and libraries.
  • All food and beverage outlets are closed. Pick up is still possible.
    The exceptions are:
    • Hotels for hotel guests
    • Funeral centers
    • Airports past the security check
    • Locations with a combined function close the part with a catering function
  • Retail stores close by 8:00 PM at the latest. Shopping evenings will be abolished.
    • Food shops may remain open later.
    • Commodities markets remain open.
  • No more alcohol is sold or delivered between 8:00 PM – 7:00 AM.
  • It is not allowed to carry or consume alcohol in public areas between 20:00 and 07:00.
  • Events (indoor and outdoor) are prohibited, with the exception of:
    • Demonstrations, gatherings and meetings as referred to in the Public Events Act.
  • In the retail sector, agreements are made about strict compliance with the protocols. If it gets too busy, or if the ground rules are not observed, (part of) a location can be closed. Enforcement is being tightened up.

Sports is only possible to a limited extent:

  • For everyone over 18, sports are only allowed at a distance of 1.5 meters and only individually or in a team with no more than 2 people. Competitions are not allowed.
  • The exceptions are:
    • Top athletes with status in designated locations (such as Papendal)
    • Football players (including other staff in ‘bubble’) of the Eredivisie and Eerste Divisie.
  • For children up to the age of 18 (team sports and mutual competitions with teams of their own club allowed).
  • In addition to the sports canteens, showers and changing rooms are also closed.
  • Group lessons are prohibited.
  • No audience for sports.

To travel:

For traveling in the Netherlands:

  • Stay at home as much as possible.
  • Avoid unnecessary travel.
  • Are you going on vacation anyway? Stay at your holiday address as much as possible.
  • Limit the number of outings and avoid crowds.

The following applies to traveling abroad:
