The Telegram app will give some user data to the authorities. This was announced by the company a month after the arrest in France of the founder of the platform Pavel Durov. IP addresses and phone numbers will be provided if authorities have a court order or other legal basis.

Durov wrote in a post on the network that one out of every 100 thousand Telegram users is engaged in illegal activity, but it is they who spoil the image of the entire platform.

The decision to give data to the authorities represents a significant turn in the policy declared by Durov and Telegram. In the charges against him, French prosecutors say he covered up criminal activity.

The app is known for protecting users’ anonymity, but critics of the policy say it has become a preferred tool of networks for serious crimes, from terrorism to child pornography.

Durov’s arrest in August was also commented on as an attack on freedom of speech. It reignited debates about how much and what should be allowed on social networks and what responsibility their owners bear.
