Telecommunications debt in Poland: An analysis of unpaid subscriptions and receivables

The Internet and telephones have become an inseparable element of Poles’ lives. According to the Central Statistical Office (GUS), 93% of people have access to the Internet. citizens our country. Demand for telecommunications services and Internet access, along with the development of technology and the increasing importance of these tools, for homework, work and social life, is constantly growing.

It turns out, however, that in Poland not everyone wants to pay for them. According to the National Register of Debtors, the level of receivables of individuals and companies towards telecommunications operators and Internet service providers currently exceeds PLN 1 billion. Thus, there are 3,000 unpaid subscriptions per one Polish citizen.

Companies as debtors

There are over 37,000 legal entities in the register, which were entered there because of debts to telecommunications operators. Enterprises have an average of PLN 10,000 in arrears in payments. Their receivables account for 38 percent of receivables in the total amount. There is also an infamous record holder in this group. His outstanding fees currently amount to PLN 14.5 million.

Most, until 22,000 companies entered in the KRD are sole proprietorships. Their total receivable is PLN 140 million, which is an average of PLN 6.5 thousand per entity. Corporations and large companies have 240.9 million loads. One out of 15,000 companies accounts for almost PLN 16,000 of unpaid invoices.

Analyzing the industries in which indebted companies operate, the most unreliable activity is related to trade. The second most indebted sector of the market is construction, and the third is transport and storage.

Indebtedness of natural persons

Individual customers are also in arrears with fees, as there are as many as 213,000 of them. Debt is more often generated by men, who constitute 56.8 persons reported to the KRD. However, the average debt of both sexes is similar and amounts to PLN 3,000. As you can guess, the youngest adult representatives of society, i.e. people up to 25 years of age, are the least to blame for the operators. Most often, calls for payment are underestimated by people aged 36-45.

The largest debts for telephone or Internet payments are held by residents and companies from Mazowieckie Voivodeship, who owe as much as PLN 168 million. In second place are people living and operating in the Śląskie Voivodship, and third in Dolnośląskie Voivodeship, with 135 and 102 million in arrears, respectively.

Fighting debts

Adam Łącki, President of the Management Board of the National Debt Register of the Economic Information Bureau, indicates that Communication operators are increasingly trying to prevent non-payment of money owed to them. In 2022, they downloaded 2.5 million reports on the debt status of potential customers. In the first quarter of 2023, the number of inquiries about data on service recipients increased by as much as 16 percent.

Telecommunications service providers are trying to prevent a repeat of the pandemic situation, when the total amount of unpaid receivables amounted to as much as PLN 1.5 billion. At present, this state is sometimes decreasing, sometimes increasing. However, it has decreased to 1.25 billion in debt to service providers for the last twelve months.
