Integrated Digital Education: pending the decision by some trade unions on the signing of the Contract, already signed by CISL and Anief, the Ministry sent the schools the relevant text and a very detailed and well-structured accompanying note.
The hours of service of teachers
The question of teachers’ working hours has been definitively clarified. The teaching staff is in any case required to respect their own working hours and to the services connected to the exercise of the teaching profession, and maintain trade union rights intact, including participation in trade union meetings during working hours, which can be held with the same procedures with which the distance learning activities are carried out.
The DDI takes place in compliance with the provisions of the Guidelines referred to in the Minister’s Decree of the instruction of 7 August 2020, n. 89, as declined by the educational institutions in the specific School Plan, which represents the organizational tool that the schools have given themselves to guarantee the right to education, also through the possibilities given by the decree of the President of the Republic of 8 March 1999, n. 275.
What the Guidelines provide
The hourly rates are indicated in Guidelines issued by the Ministry last August,
The minimum essential levels to be guaranteed as weekly hours of lessons in synchronous mode for class groups, with reference to the degrees of education, are:
- Primary school: in accordance with the planning of LEADs (distance education links) within the scope of the autonomy of educational institutions
- First cycle school: at least fifteen hours a week of teaching in synchronous mode with the entire class group (ten hours for the first classes of primary school);
- Second grade secondary school: at least twenty hours a week of teaching in synchronous mode with the entire class group;
- CPIA: for first level courses, first didactic period, at least nine hours a week of teaching in synchronous mode with the entire learning group; for first level courses, second teaching period, ensure at least twelve hours a week of teaching in synchronous mode with the entire learning group; for the courses of literacy and learning of the Italian language ensure at least eight hours a week of teaching in synchronous mode with each learning group; for second level courses ensure at least four hours a day of teaching in synchronous mode with the entire learning group.
These indications have already been inserted by the teaching colleges in their respective Regulations.
Therefore they continue to have value, and the Contract reaffirms their validity
Hourly unit less than 60 minutes
The teacher carries out the full service hours (the one for which he was hired) but a reduction from the hourly unit of less than 60 minutes can be adopted.
Given that the lessons are held in synchronous mode, with relative and appropriate breaks for both teachers and students, are the remaining minutes made up?
The Contract refers to the provisions of art. 28 paragraph 2 of the CCN 2016/18, ie
“2. Except for the cases provided for by article 28, paragraph 8, of the CCNL 29/11/2007, any reduction in the duration of the hourly lesson will lead to its recovery primarily in favor of the same pupils as part of the didactic activities scheduled by the ‘educational institution. The relative resolution is taken by the teaching staff “
In fact, in the numerous regulations already approved, the reduction of the hourly unit is accompanied by asynchronous activities.
Examples of synchronous and asynchronous activities
- The synchronous activities involve real-time interaction between teachers and the group of students (e.g. live video lessons; carrying out digital documents, answering tests with real-time monitoring by the teacher)
- Asynchronous activities, are characterized by the absence of real-time interaction between teachers and the group of students (e.g. individual or group study with the aid of digital teaching material provided or indicated by the teacher; viewing of video lessons, documentaries or other video material prepared or indicated by the teacher; exercises, production of reports in written / multimedia form)
Attendance detection during integrated digital teaching
The electronic register is used to record attendance of staff and students.
