From February 1, 2022, residents of Latvia will be able to hand over empty glass and plastic bottles, as well as all types of tin cans.
When handing over the packaging, residents will receive a coupon in exchange for the number of bottles or cans handed over and the amount that would be used for in-store purchases or recovered in cash. For each empty bottle or can handed over, if it bears a special identification mark and barcode, the resident will recover ten cents, which has been added to the store price of a bottle or can filled with beer, other alcoholic and non-alcoholic beverages.
New opportunities could, over time, reduce the bad habit of throwing empty bottles and cans in highway ditches, forests, rivers and lakes, polluting the environment.
Tarot machines delivered from Norway would be installed at points of sale where the number of bottles and cans to be delivered would be at least 3000 per month. In others, where the number does not exceed 3,000 per month, the packaging will be accepted by store employees.
It is not yet possible to transfer five-liter plastic bottles, as well as vodka and other strong alcohol bottles, to all types of glass, plastic and tin containers up to two liters.
In October 2020, the government approved the rules for the beverage packaging deposit system. Two tenderers applied in the tender announced by the State Environmental Service (SES): SIA “Depozīta Package Operator”, which belongs to the largest beverage producers; SIA “Nulles depozīts”, the owners of which are representatives of the municipal waste business.
But the SES considered the company “Deposit Packaging Operator” to be the most suitable, which is now entrusted with the implementation and management of the beverage packaging deposit system for the next seven years – until 31 January 2029.
The deposit system for beverage packaging, which has been introduced in many European Union member states for a long time, has been discussed in Latvia for at least ten years. In 2013, the government seemed to support this idea, a bill was even submitted to the Saeima, but it did not move forward for years.
In 2015, the Ministry of Environmental Protection and Regional Development (MEPRD) said that this idea should be abandoned by developing municipal waste sorting instead. It is quite possible that the working group set up by the MEPRD, which discussed the deposit system for beverage packaging, was dominated by municipal waste collectors and landfill keepers, who were not interested in giving up this very lucrative business.
While officials from the MEPRD and other ministries have been talking about the usefulness of the beverage packaging deposit system for ten years, it has been successful in Iceland, Norway, Sweden, Finland, Denmark, Croatia, Germany and the Netherlands, as well as in other European countries. In Estonia and Lithuania, this system has been in operation since 2005 and 2016, respectively.
The long-awaited and planned introduction of a deposit system for beverage packaging did not go unnoticed, even when it was decided in its favor. Feeling that profits are slipping out of their hands – tens of millions of euros every year, SIA “Nulles depozīts” went to court, contesting the tenderer’s selection procedure and demanding to annul the decision of the SES.
However, at the beginning of this year, the SES entered into an agreement with the “Deposit Packaging Operator”, which has now agreed with the Norwegian company “Tomra Systems” group company SIA “Tomra Collection Latvia” on the lease of automated deposit packaging acceptance equipment.
According to the data of Firmas.lv, SIA “Depozīta Package Operator” was registered in June 2020, and its share capital is 124,500 euros. Its owners are “Beer and Beverage Packaging Union” (18.07%), “Coca-Cola HBC Latvia” (18.07%), “Cēsu alus” (12.05%), “Cido grupa” (12.05 %), PET Baltija (12.05%), Aldaris (12.05%), the Latvian Retailers ‘Association (9.64%) and the Latvian Brewers’ Union (6.02%).
SIA “Tomra Collection Latvia” was registered on July 7 of this year with a share capital of seven million euros. SIA belongs to the company “Tomra Collection Holding” registered in Estonia, but the real beneficiary is Estonian citizen Ēro Nogene.
