The deputy governor of Herat province, Mawlawi Shir Ahmad Muhajir, said the bodies of the men were displayed in various public places on the same day as his murder to teach a “lesson” that kidnapping would not be tolerated.

Another video shows a man hanging by a crane at a large roundabout in Herat with a sign on his chest reading, “Kidnappers will be punished like this.”
