The emergence of the new guidelines was quite surprising, as the Taliban had previously promised to be more modern when they took over again.
The ministry said films or shows against Islamic and Afghan values would be banned.
This includes all media depicting the Prophet Muhammad or other respected figures.
The guidelines also stipulate that female journalists appearing on TV must wear the hijab.
The depiction of the male body, including the naked torso, was also deemed inappropriate by the ministry.
