Taiwan Semiconductor Seeks Land for Advanced Packaging Orders: The Role of Mr. Shen Rongjin

護國神山台積電,又有台灣擴廠新計畫!七月二十五日,台積電宣布斥資九○○億元,在竹科銅鑼園區興建最新一座先進封測廠。

 

由於人工智慧(AI)商機帶來的訂單大增,讓台積電上半年急尋擴充先進封測產能用地,最終確定落腳竹科銅鑼園區面積7.9公頃的工12、工13用地,準備新建月產能11萬片的12吋晶圓封測廠。

 

據《今周刊》掌握,台積電能快速取得「絕版地」的關鍵,就是原來有意在工12擴廠的力積電董事長黃崇仁,同意讓給台積電建廠。

 

力積電發言體系解釋,力積電前年開始在銅鑼園區的工16土地新建晶圓廠,並租下建廠用地對面的工12土地,作為工務所及堆放建材用途,並對該用地有優先權。

 

隨著力積電銅鑼新廠土木工程告一段落,進入設備裝機階段,且現有的工16建廠用地,足以支應未來銅鑼廠二期需求,加上台積電需求孔急,因此黃崇仁點頭同意讓出工12用地。

 

知情人士透露,該地的用水、用電、廢水處理等需求,先前早在力積電表態有意使用時就已確認過,因此不必再次進行環境影響差異分析(環差),預計今年底開始整地動工、2026年底建廠完成、最遲2027年第三季量產。

 

為產業奔走  沈榮津出馬協調      

 

據了解,台積電該封測廠、預計每日用水約0.6萬公噸、用電量6萬瓩(kW),相關單位已評估此投資案用水、用電與廢水處理無虞。在建廠初期,將先以自來水供應,完工後,台積電將完全使用再生水。

 

事實上,本刊獨家掌握訊息,台積電這次能快速取得建廠土地,背後除了有行政部門跨部會總動員,最終讓黃崇仁點頭讓出土地的關鍵推手,則是行政院前副院長沈榮津。

 

時間倒回60天前。知情人士透露,台積電此次急尋擴建封測量能,是因AI商機來得又急又快,即使經過努力「喬」竹南科、龍潭科等廠產能後,訂單仍累積兩年都消化不完。

 

也因此,台積電在5月期間緊急致電經濟部部長王美花求援,王美花再向國科會主委吳政忠、竹科管理局了解後,發現銅鑼園區僅剩的工12、工13用地,尚無正式租約。

 

為促成台積電能先用這塊面積約7.9公頃的地,行政院副院長鄭文燦6月上旬展開多次跨部會協調,最終在6月19日終於敲定投資效益、落實建廠時間、戰略領先三項指標,統整經濟部、國科會兩部會意見,讓行政單位方向一致。

 

問題來了,力積電先前已表達有意在此擴廠,因此有必要和黃崇仁溝通。為此,行政院找來經濟部和行政院「老長官」沈榮津出馬,在5月31日親自致電黃崇仁說明,黃相當「阿莎力」,當下就答應「讓地」台積電,促成這樁900億元的投資案。

 

 

以國家優先  黃崇仁大方讓地

 

沈榮津大讚黃崇仁是「有情有義」的產業界大老,並透露他與黃崇仁是2、30年的老友,他當年還在工業局服務時,看到這位醫學博士不選擇當醫師,反而投入產業,「相當有熱忱。」令他覺得黃崇仁是一位很不簡單的人物。

 

沈榮津透露,自己曾任職於經濟部、行政院,對這兩單位熟稔,最初王美花向他提起此事,說台積電有意在銅鑼科投資,鄭文燦也說此事可討論,因此在取得黃崇仁支持後,六月開始積極溝通協調。他說政府一路走來,都有替產業著想,業者也會替政府著想,如此讓台灣產業能加速前進,「這是很好的事。」

 

至於如何讓黃崇仁在一通電話中,就大方讓地?沈榮津直言,他在電話中向黃崇仁提到台積電這項投資計畫「很急」,只要董事會一通過就要立刻蓋廠,且投資近900億元,可為當地創造約1500個就業機會。

 

此外,沈榮津也允諾黃崇仁,未來力積電若有相關需求,他一定會優先協助,因此「黃董」將整體國家半導體策略擺第一,「感心」地應允,表示如此決定可讓「國家戰略有顧到、產業有顧到,自己的事也有顧到。」因此樂於促成。

 

沈榮津強調,半導體先進製程、AI先進封裝都很重要,且投資進程很趕,產業要有整體配套,才能維持台灣的領先優勢。今天政府出面幫忙半導體資優生台積電,力積電也能站在「國家優先」的立場,「大家都是為了這塊土地,不是為了自己。感覺很好!」

In order to meet the increase in orders brought about by the ⁤AI business opportunities, TSMC urgently needed to expand its advanced ​packaging and testing capacity ⁣in the first half of this ⁣year.‍ Eventually, they confirmed that they would build a new advanced packaging and testing plant in the 7.9-hectare land in ⁤the Copper Gong Science Park, ‌with a monthly production‍ capacity of 110,000 12-inch wafers.

According to “This Week” ⁤magazine, the key⁢ to TSMC’s quick acquisition of this “discontinued land” is the willingness of UMC’s chairman‍ Huang Chongren, ​who originally intended to expand in the G12 area, to let TSMC use it.

UMC’s spokesperson explained that UMC began construction of ‌a wafer plant on the G16‌ land in‌ the​ Copper Gong ‍Science Park‍ two ‍years ago, and also leased the G12 land opposite for ⁤future expansion.
