Last year, we went through a nine-in-one election campaign. Some county and city heads were newly appointed, and some were re-elected. This year we said goodbye to the COVID-19 epidemic. Many counties and cities are full of vitality, holding many activities, working hard to attract investment, strengthening construction, etc., and launching public sentiments. In terms of policy measures, the county and city happiness survey released this year is the first report card after the epidemic.

This year’s poll has a total of 15,260 valid samples, making it the largest happiness poll in Taiwan.

Economic Daily President Liu Yongping said that Economic Daily not only pays attention to industrial trends and economic situations, but also hopes to bring more positive changes to society, so it conducted this survey, which combines objective “government statistics” and subjective “Public opinion survey results”, hoping to understand the current happiness of the people, grasp the trend of people’s hearts, and provide the survey results to the governing teams of various counties and cities for reference.

This year, Taipei City ranks first in the county and city happiness index, improving from fifth place last year to first place. In particular, people’s satisfaction with local government governance is the highest in Taiwan. People’s satisfaction with living conditions, working conditions, educational achievements, and health conditions are all very high. Government statistics also rank among the top groups, ranking third in Taiwan, and the objective conditions are good.

In the six-city section, Taipei City ranks the best (first), followed by Taichung City (third), and then Tainan City, ranking seventh among all counties and cities, an improvement of five places from last year. The counties and cities that have declined in ranking this year are Taoyuan City and New Taipei City, mainly because their poll results are lagging behind.

If we examine the “satisfaction with local government governance” in the public opinion poll indicators separately, Taichung City has the highest satisfaction rate (78.8%). The ruling team led by Mayor Lu Xiuyan actively promotes investment in Taichung to boost the economy, and also holds the Taichung Shopping Festival, which has been well received. and other activities, gaining recognition from the public.

The compilation structure of the 2023 County and City Happiness Survey refers to the “Regional Well-Being Index” of the Organization for Economic Co-operation and Development (OECD), which is the most commonly used index internationally to measure the happiness of various regions or cities.

The government statistical data cited in this survey come from relevant statistics on counties and cities by the Accounting and Accounting Office of the Executive Yuan, the Environmental Protection Agency, and the Ministry of the Interior; the public opinion survey was conducted through telephone interviews with 20 people between August 24 and October 16, 2023. Except for Kinmen County, where 625 people were interviewed, and Lianjiang County, where 100 people were interviewed, the effective samples in the other 20 counties and cities were all between 725 and 728 people. At the 95% confidence level, the sampling error of the survey sample in Kinmen County is within ±3.9 percentage points, that in Lianjiang County is within ±9.8 percentage points, and that in all other counties and cities, it is within ±3.6 percentage points. Kinmen and Lianjiang counties are not included in the evaluation scope of the county and city happiness survey because some government statistics are not available.
