Taching – In the past few decades there have never been times in the lake community when it could have gilded sidewalks, but financially, it has always sailed in safe and quiet havens, especially in recent years. But now she is caught in the wake of the corona pandemic.
Tachings Chamberlain Bernhard Kraus is counting on declining revenue. But since the community needs care places for small children, the planned construction of a day nursery is at the top of the agenda alongside the need to save. The construction of the crib is one of the largest investments that the budget of the lake community is planning for the next year and at the same time one of the reasons for taking out a loan.
Day nursery: total requirement is 2.3 million euros
As Kraus explained in the course of the budget consultations in the municipal council, the total requirement for the construction of the crib at around 2.3 million euros. In 2021, EUR 1.015 million has been set for this. It is expected that the shell of the new building will be reached by the end of 2021. The financing of these and other investments is only possible through new borrowing, despite a withdrawal from reserves of a good 2 million euros. The Credit needs next year is 1.07 million euros. Over the entire planning period from 2021 to 2024, it will increase to around 3.1 million euros. But building the crib is not enough, especially since the budget of the lake community also provides for the construction of a forest kindergarten at a new location. The total costs were estimated at 190,000 euros.
Road construction work and broadband expansion have an impact
Measures that have to be carried out in the course of the road construction work for the Tengling town through cannot be postponed. The municipal participation in the Road construction hits with 504,000 euros. Another 617,000 euros is devoured by the construction of a new surface water canal, which the municipality has to contend with when expanding the Tenglingen thoroughfare.
In addition, the third stage of the Broadband expansion next year costs of 705,000 euros, the total requirement here is more than 1.4 million euros. And the new multifunctional vehicle that the municipality is procuring for the building yard costs a good 179,000 euros gross. The projects mentioned require a financial outlay of around 5.2 million euros over the next three years. Taching am See will need a good 3.2 million euros of this as early as 2021.
“At the end of this year’s budget year, the municipality had around 2.1 million euros saved. In order to partially cover the budgeted investment expenditure, the reserves, with the exception of the funds saved in a building society loan agreement, must be withdrawn in full, ”said Kraus. Only a minimum reserve then remains.
The As an exception, the church lives on its substance and on credit for a whilebecause their reserves are also insufficient for the most important investment needs. Even if the government grants to the individual projects are taken into account, there remain gaps in coverage in both the 2021 budget and in the longer-term financial planning, which, according to the current planning status, can only be covered by borrowing. Next year, a good 1 million euros is missing and the following year 1.2 million euros.
Plus goes for repayment burdens
According to Kraus, the so-called mandatory allocation, which must be achieved in the administrative budget in the amount of the repayment payments estimated in the asset budget, amounts to 123,000 euros in the 2021 budget year. If the administrative budget, which lists the running costs, is processed according to plan, the allocation will only be EUR 139,000. The fact that it is so tight is also due to the financial effects of the corona pandemic. The plus generated by the municipality is almost entirely used for repayment burdens, so that nothing remains for investments.
Corona makes planning difficult
As soon as the repayment burdens increase in 2022 and in the following years, the municipality must also significantly improve its allocation values. Since an economic upswing can be expected from 2022, the municipality will probably manage this too. “But the effects of the pandemic are so dynamic that I am not yet daring a reliable forecast,” emphasized Kraus. According to the current state of affairs, it is not possible to raise further pending investments through loans, because otherwise the community may become over-indebted. “Therefore, Taching should try to provide the appropriate liquidity for further investments, such as the extension of the Tenglingen fire department equipment house or the renovation of the primary school building in the course of a rapid development plan.” have acquired the necessary land. Kraus therefore recommended that the local council immediately take the first steps towards land-use planning. A solid financial foundation can be created by selling building land. Until then, the community must go into economy mode and grapple with the question of whether certain projects can be afforded at all. “Due to the tense situation, excessive or unscheduled expenditure should be avoided as far as possible.”
In the following discussion there were only minor suggestions and suggestions in the body. Council member Werner Reith applied for a speedometer to be purchased for passing through Tengling so that the speed out of town can also be measured because people often drive too fast there. His motion was rejected with a tie of 7: 7. In addition, Reith inquired whether the municipality provides for a cost item for vacancy management in the budget year.
Mayor Stefanie Lang let him know that vacancy management is being handled and already processed via an ITU project. From the ranks of the councils came the advice to create the budgetary prerequisites so that the community can acquire the land that will soon be offered for sale.
Stefanie Lang assured that the necessary funds would still be put together in a plan by the time the 2021 budget was approved.
In the further course of this council meeting, the second part of the municipal budget, the administrative budget, which contains the current operating and personnel expenses, as well as the income from taxes and fees, and usually includes a revenue surplus, which is transferred to the property budget.
Surplus “anything but satisfactory”
In the draft, this administrative budget, which is estimated at 4.23 million euros, is almost identical to the planned volume in the asset budget. Bernhard Kraus presented the planning approaches that are of greater importance. “A surplus of 139,000 euros, which is to be expected if the transaction is carried out as planned, is anything but satisfactory,” emphasized the treasurer. The small plus should also be seen from the perspective of the current pandemic situation. The tax revenue expected for 2021 including the revenue from traffic monitoring was estimated at 2.46 million euros.
Kraus also pointed out that the legislature allowed the taking out of loans for expenses of the administrative budget, i.e. to cover consumable expenses, Corona conditionally temporarily, which is normally not allowed in municipal budget law. Otherwise, borrowing would have to be limited to the asset budget, because the borrowing must always be matched by values. However, Kraus advised against making use of this exemption.
After around two and a half hours, the household advice finally came to an end with Mayor Lang’s thank you. On behalf of the entire municipal council, she thanked Kraus for the preparation of the extensive set of figures, which will now be completed for the resolution in December.
