London. The world order that emerged from the Second World War is “on the brink of collapse” due to several conflicts and the unregulated use of artificial intelligence, Amnesty International warned this Wednesday in its annual report on human rights.

“Everything we have seen in the last 12 months indicates that the global international system is on the verge of collapse,” Agnes Callamard told AFP, coinciding with the publication of the report “The situation of human rights in the world.”

In response, Israel launched an air and ground offensive that has already left 34,183 dead in Gaza, according to the Ministry of Health of this territory, governed by Hamas since 2007.

Callamard stated that the international institutions “that should act are failing us” and questioned whether the post-war “never again” ideals, which prompted the creation of these organizations, “still exist.”

The NGO noted that Hamas committed “horrible crimes” in communities near Gaza, but that Israel responded with “a campaign of collective punishment.”

In the report’s preface, Callamard asserted that “for millions of people around the world, Gaza now symbolizes the utter moral failure of many of the architects of the post-World War II system.”

Other “powerful actors,” including Russia and China, are also “demonstrating their willingness to jeopardize the entire rules-based order of 1948,” when the UN adopted the Universal Declaration of Human Rights, he warned.

The report documents “the flagrant violation of regulations by Russian forces during their continued large-scale invasion of Ukraine (…) and the use of torture or other ill-treatment against prisoners of war.”

The NGO also accuses China of acting against international law by “protecting the Burmese army” despite its attacks against civilians.

The rise of Artificial Intelligence (AI) in 2023 is also a cause for concern, for “allowing the widespread erosion of rights (…), perpetuating racist policies and spreading false information,” the report indicates.

The NGO accused several technology companies of ignoring or minimizing these threats, “even in contexts of armed conflict.”

Callamard called on governments to “take legislative and regulatory measures (…) to address the risks and harms caused by AI technologies (…)”.
