The Sydec, intermunicipal union for economic development Allier-Allagnon, held its meeting of the union committee, Monday evening, in the town hall of Brioude. Under the chairmanship of Jean-Paul Pastourel, the assembly decided on the various grants to be awarded to revitalize the territory. The purchase of land in Espalem in the Fontilles business park and the sale of lots in the Sud Auvergne business park were also at the heart of the discussions.

Grants to 2IBS
This financial aid is intended for the local initiative platform of Issoire and Brioude, called 2IBS: Initiative Issoire Brioude Sancy. Sydec releases these funds through a contribution of 0.25 euro per inhabitant. A first aid of 6,410.75 euros for operation has been voted. The same sum was committed to subsidize the loans of honor carried out by 2IBS. The structure is able to allocate them to project leaders wishing to create or develop a business. These loans are interest free and unsecured. Several groups have benefited from this aid. In Brivadois, DFI intérim used the platform to sustain itself in the sector.

Road project
The syndicate is one of the players in the financing of the work on the Lempdes-sur-Allagnon-Brioude dual carriageway. They are part of the objective of linking Brioude to the A75 motorway. Sydec has approved the principle of partially financing the deviation of Arvant up to 1,000,000 euros. Payments have been spread over several years since 2014; the 636,998 euros voted unanimously on Monday correspond to the last deadline.

Espalem business area
The union has positioned itself on the purchase of land in the “Les Fontilles” business park in Espalem. “We have already applied for a building permit,” said the president. This investment aims to expand the area. The project provides for the acquisition of an area of approximately 17,434 m² at the purchase price of the plot at 3 euros per square meter. “Espalem must be adapted to attract employees from Brivadois, who want to stay close to their home…”, explained Jean-Paul Pastourel.
South Auvergne business park
Three lots are looking for takers in the Sud Auvergne business park. “The ALMA company has acquired one of them with a total surface area of 10,000 m²”. In addition, the same company is looking at a second batch of 5,300 m², considered essential to carry out its project. ALMA, which specializes in the sale of spas and saunas online and whose head office is in Aurillac, plans to carry out spa assembly and storage activities. For one lot, the price is set at 20 euros per square meter and for the other at 25 euros. For its part, the company HB Tower (telecom network infrastructure) came forward to obtain the 7,500m² of the third lot.

The attractiveness of the territory discussed
“The labor shortage is a real obstacle for large companies wishing to set up here,” indicated Jean-Paul Pastourel. Of the 2.6% of unemployed in the territory, only 1% can be mobilized. The main problem comes from 25-35 year olds fleeing the territory, before returning at the dawn of their 50s. Several areas of reflection are underway to retain young people. Gateway housing is one of the possible solutions for SYDEC, “the objective being to offer new housing to employees close to their place of work”. The implementation of training, according to the needs of companies, was also mentioned. The purpose would be to supply local companies with freshly graduated employees.
