Switzerland’s War Material Law Changes in Response to War in Ukraine: A Challenge to Neutrality

The parliament in Bern wants to change the country’s war material law – a consequence of the war in Ukraine. However, weapons from there are unlikely to make it to Kiev. Why the Swiss find it so difficult to compromise their neutrality.

Of all the things that Russia’s war of aggression in Ukraine revealed, Switzerland’s positioning was probably one of the most surprising. Although Switzerland also clearly condemned Russia’s violation of international law, as a neutral country it was impossible for it to provide direct military support to Ukraine. According to the Hague Convention of 1907, neutral states must treat warring parties equally when it comes to arms exports. Switzerland is therefore limiting itself to humanitarian aid and accepting EU sanctions.
