The Movetia exchange and mobility promotion agency does not comply with the Confederation’s governance principles. The Financial Control recommends to restructure it.
Movetia is part of the Swiss Foundation for the Promotion of Exchanges and Mobility (FPEM), created in 2016 by three federal offices and the Swiss Conference of Cantonal Directors of Public Education. Its status as a private foundation, as well as its organization, are problematic, however, say the controllers in their report released on Monday.
Members of the management of the three founding federal offices also have functions on the board of the foundation. A situation that is incompatible with the principles of governance of the Confederation, even if the supervision of subsidized affairs of Movetia is not carried out by the same people.
The controllers also note that the problems, already pointed out when the FPEM was created, will not all be resolved by the establishment of a new legal form and independent advice. It also recommends coordinating cantonal and federal actors, as well as organizing the various areas of promotion, in particular through a platform. (Ps / nxp)
