Swedish Football Districts Remain Neutral on VAR: Updates from 24 Districts

24 DISTRICT (EVERYONE HAS A VOTE)

Blekinge FF, chancellor Magnus Karlsson:
“We had no motions at our annual meeting. As far as I know, our board has not made a decision on the matter”.

Bohusläns FF, chairman Stefan Herre Eriksson:
– It was not up for discussion (during the annual meeting), but more of a report. There were no motions about it either, where members wanted to steer us towards a decision. We’re going with the flow, and we understand all parties in this. There is nothing strange in the supporters saying what they do, as it is different from sitting at the TV at home and watching all the replays. I can’t answer that (the district’s official position), and that can only be decided at the representative board meeting. If we have not received a motion, it is not an issue for the annual meeting.

Dalarnas FF, president Monika Vester:
“The VAR issue is not a hot topic in Dalarna. We have not received any motion to process this year or previous years. In a ‘sharp’ situation, we will of course raise the issue with our associations in Dalarna”.

Dalslands FF, chairman Leif Källén:
– We have not raised the VAR issue at the annual meeting. As long as there is no proposal to take a position on, we have no official position. We are waiting for a proposal and have not yet discussed it in the board with no direct opinion.

Gotlands FF, chairman Monica Hjerp:
“No motion to our annual meeting, and we are neutral on the issue”.

Gästriklands FF, chairman Ola Johansson:
– We have not discussed anything about VAR at the annual meeting. We have not taken a position on the matter either. I can’t answer how we will stand, but we will play with the districts when the question comes up.

Gothenburg FF
The district recently pushed through, during its annual meeting, to take a stand against VAR – after a motion from Gais, which IFK Göteborg and Örgryte IS also supported.

Halland’s FF, chairman Cristel Brorsson:
WHERE is not something we have discussed at the annual meeting. We also have no official position.

Hälsingland FF, chairman Ali Nefzi:
– We did not talk about VAR at our annual meeting. We also don’t have an official position on that as far as I know. In such cases, it is something we can bring with the associations if it becomes relevant.

Jämtland-Härjedalens FF, chairman Torgny Röhdin:
“It is not a big issue with us for natural reasons. We wait and follow the development. However, ÖFK has the issue before its annual meeting”.

Medelpads FF, chairman Lena Wallgren:
– We have not had any discussion about VAR at the annual meeting at all. There are currently no discussions regarding VAR on our board. In my role, I of course follow the debate, but in the board we have not reasoned about it. We’ll see when – and if – the question comes up.

Norrbottens FF, chancellor Michael Fleuron:
“Currently, VAR is a non-issue for us in Norrbotten. The issue was not relevant or raised at the annual meeting”.

Skånes FF, chairman Martin Åkerman:
– We have said this, that at the moment we only have one club, unfortunately, in the Men’s Allsvenskan that is affected, and that is Malmö FF, so we hold an ongoing discussion with them and weigh their opinions into the whole thing, which becomes indicative so as long as only they are affected. Then, for the sake of Skåne football, we hope that more associations are affected by the issue, and then you get to listen to everyone. There is no proposal to take a position on, so at the moment we are waiting and if it becomes relevant we will continue discussions with, as it looks now, Malmö FF. We have also had good discussions with MFF Support’s chairman. That issue is not a big issue for us at the moment, but we will wait until it is time for a sharp proposal to take a position on. Then we hold discussions with relevant associations in Skåne. We have solved it by discussing internally with MFF and MFF Support.

MFF has annual meeting resolution on VAR opposition. If there were to be a vote today, would you follow their line?
– We don’t want to put a foot down in the matter, as we will see where it lands with a sharp decision, but as it looks now, we see no reason to speak against our only association that is affected by the decision. We are waiting until there is something to take a stand on, and hopefully we will have more associations to hold a discussion with then.

Smålands FF, chairman Christer Gustafsson:
– No, it wasn’t (up at the annual meeting), but I know it has been up at other district’s annual meetings, but there has been nothing at our place. No, we hadn’t (decided on an official stance).

Stockholm FF
AIK, Djurgårdens IF and Hammarby IF motioned to the district’s annual meeting to take a stand against VAR and vote no on the issue in the future, but were refused at the annual meeting. At present, the district is thus waiting to take a position on the matter. The board’s response to the motions was as follows:

“We demand rejection of the motions as they stand, but approve part of the spirit of the motions, that when a concrete proposal from SvFF’s board or another party, regarding the introduction of VAR or variants of VAR, is available, StFF’s board must take up the issue at an appropriate decision-making member meeting (representative body or annual meeting) for a vote. The purpose is then to establish in which way the Stockholm Football Association should vote on, in the concrete proposal that then exists”.

Södermanland FF, chairwoman Nina Lindström:
“No, no motion at Sörmland’s annual meeting, nor any questions from any association before, during or after the meeting. We await further investigations centrally. No active work (either for or against) in our district”.

Upplands FF
IK Sirius, which has a membership resolution to oppose VAR, submitted a motion to the district’s annual meeting this year to “vote on the issue based on the position of the majority of the district’s elite clubs”. However, the motion was voted down. At present, the district is waiting to take a position, and chairman Johan Richt recently said the following UNT:

– We have not discussed it because there is no proposal to take a position on. It is important to add that Sirius’ motion was not about taking a position for or against VAR, but the motion was about the elite clubs in Uppsala having sole decision-making rights in the matter. That was what the motion and vote was about, not WHERE.

Värmlands FF, chairman Pernilla Uddh:
– Right now it is the case that we will vote no (to VAR) in the matter, so we stand by it. We had our annual meeting a few weeks ago, where the annual meeting decided that, and then we will see in the future how it develops. It is not finished and it will be a discussion for a long time to come, so it may well change.

Västerbotten FF, chairman Tommy Bodin:
“Västerbotten has not received any motion, neither in 2024 nor before, that we should work against VAR in Swedish football. No motion that we should work for VAR either. Nor have we made a decision how we will stand. If it is submitted a motion to SvFF regarding WHERE, we will raise the issue at the current annual meeting and give our associations a chance to have their say there”.

Västergötland FF
IF Elfsborg, which has an annual meeting resolution to move VAR, motioned to VFF’s annual meeting that the district should vote based on the elite clubs in the district’s stance – in a potential future VAR vote. However, it was decided to refuse.

– It was never about yes or no to VAR, but about who should get to vote on the issue. The board thought it was a dangerous way to select who would be allowed to vote and the motion was rejected, district manager Niclas Krantz told SLA.

Instead, an additional proposal from Hestrafors IF was voted through stating that when the issue comes up on SvFF’s table, it should be called to a decision-making member meeting in the district.

Västmanland’s FF, chairman Birger Jonsson:
– We will do as we have done so far, sit still in the boat. We have had it up in the board and at the annual meeting, but we have no push from our associations in any direction or no pressure on us regarding how we should vote so far. We are sitting still in the boat and will initially go in the direction of the Swedish Football Association. We are neutral on the issue so far, and we want to see how it develops, whether the costs can be brought down and that it will be a good thing for Swedish football – if it should be introduced. But before this annual meeting, we have no other stance than SvFF.

Ångermanland FF, chairman Håkan Lönnefors:
– The WHY question was not on the agenda at the annual meeting, even though it felt relevant otherwise. We have no position on that issue. It has been discussed back and forth, but we don’t have that many elite clubs, so the issue has not been topical

Örebro County FF, chairman Johan Ringaby:
– Not a word was said about VAR at our annual meeting. We are waiting so that we have something to decide on, and since nothing has come, we have not taken up that issue. If the question comes up, we will have a dialogue with the elite associations based on their positions and member meetings. Dialogue is the first step when it appears.

Östergötland FF:
IFK Norrköping, which works to oppose VAR in Swedish football, submitted a motion to Östergötland FF’s annual meeting that the district should vote against VAR in the future. However, the motion was voted down. Chairman Per-Arne Sterner to NT:

– What you know is what IFK’s members think and what many elite associations think. What people in general think, and what representatives of associations in lower divisions think, you really have no idea, Sterner said in connection with the annual meeting and continued:

– Gothenburg was approved on the issue, but in Stockholm it was also voted down. Our answer is that we want to wait and not take a position until there is a clear situation and something to take a position on.

SWEDISH ELITE FOOTBALL (EIGHT VOICES)
Swedish Elite Football is an interest organization for the clubs in the Allsvenskan and Superettan, where a majority are opposed to VAR. Sef works on behalf of the member clubs.

ELITE FOOTBALL LADIES (SIX VOTES)
Elitfotboll Dam is an interest organization for the clubs in the women’s league and the elite league. Tomas Hoszek, secretary general at Efd, announces that the organization follows Sef’s line.

– We follow what our sister organization Sef does in the matter. We keep the same line. It will probably be no then

BOARD OF THE SWEDISH FOOTBALL ASSOCIATION (SEVEN VOICES)
The Swedish Football Association’s board has seven votes during a representative body meeting. According to Bert Andersson, who is first vice-chairman until the next annual meeting, the discussion so far has been to follow the will of the elite clubs in a VAR decision.

– The reasoning we have carried out in the SvFF board in matters like this is that the SvFF board follows the elite. We have them on the board for one reason, that we have given them a special position, and it would be strange if three on the board said no, and three said yes. But now we are changing, as there are two new ones on their way to the SvFF board, and I don’t know where they stand personally. It’s a moving target. Right now there is no debate or question, but at the same time the question is alive, says Andersson.
