Sweden and Canada to Resume Aid to UN Agency for Palestinian Refugees

Sweden and Canada have announced their decision to resume aid payments to UNRWA, the UN agency for Palestinian refugees, after briefly pausing funds amid allegations of staff involvement in the 7 October attack by Hamas. This move comes after a review led by France’s foreign minister and ongoing investigations by the UN.
Sweden has initially allocated 200 million kronor (£15m; $19m) for UNRWA, amounting to half of its total annual budget for the agency. The government stated that this decision follows UNRWA’s commitment to enhancing transparency and conducting thorough checks on its finances and personnel. Canada, on the other hand, stated that it would restart funding for UNRWA, citing the ongoing investigative process and the urgent needs of Palestinian civilians.

On 7 October, Hamas militants launched a violent incursion into Israel, resulting in the deaths of approximately 1,200 people and the capture of over 250 hostages. In response, Israel initiated air strikes and a ground invasion. The incursion and subsequent conflict have caused over 30,900 casualties in Gaza, according to the territory’s Hamas-run health ministry, and have severely disrupted the delivery of humanitarian aid.
The humanitarian crisis in Gaza has reached unprecedented levels, with around a quarter of the Strip’s population facing the threat of famine and severe malnutrition, particularly affecting children. The re-engagement of Sweden and Canada as prominent UNRWA donors marks a significant turning point. Earlier this month, the European Commission also pledged to release 50 million euros in funding to support the agency’s operations. As the fourth largest and eleventh largest contributors to UNRWA’s budget, respectively, Sweden and Canada’s decisions will have a substantial impact on the welfare of Palestinian refugees.
