Since 2019, the town hall of Saint-Paul-de-Blaye has occupied the old presbytery. It took six months to renovate the 380 m2 of this pretty 18th century chartreuse which now combines modernity and the charm of period stone and woodwork. Insulation and heating were among the points studied carefully.
Saint-Paul-de-Blaye, a rural wine-growing commune, has barely more than 1,000 inhabitants and its means are moderate. Also, when the decision was made to restore the presbytery to accommodate the town hall, the costs were closely observed, particularly the insulation of the building with its high ceilings and the heating system, planned by the architect. It was thanks to the help of the Department, a player in the development of renewable energies, that the municipality was then able to consider eliminating fossil fuels in 2019, before the energy crisis.
Renewable and economical
The same year, Ademe, the energy transition agency, signed the first territorial renewable heat contract with the Gironde department. In 3 years, this system has made it possible to offer personalized technical and financial engineering to more than 200 public and private project owners, mobilizing more than 8 million euros for the projects. Among them, the town of Saint-Paul, whose deputy mayor in charge of technical services, Bernard Villeneuve, is delighted:
“Changing the oil boiler for a wood pellet boiler cost 40,000 euros, 50% financed by the Department. This means less greenhouse gases and budgetary savings. The pellets cost us 5,000 euros per year. »
Engineering and financing
“We also benefited from advice and technical assistance throughout the operation,”
adds Jean-Pierre Duez, mayor of the town.
Indeed, a territorial coordinator from Alec (Local Energy and Climate Agency of Gironde) travels, draws up a technical opportunity note, assesses the economic viability of the project and recommends the insulation technique.
The Department, the single entry into the system, deploys comprehensive support useful to “small” municipalities, which includes engineering and financing.
