Regarding the ‘suspicion of preferential treatment for the development of Yangpyeong Gongheung District’, the prosecution handed over to trial without detention a brother-in-law of President Yoon Seok-yeol and the real owner of ESI&D, a developer.
On the 28th of last month, the Suwon District Prosecutor’s Office in Yeoju indicted five officials, including Mr. Kim, on charges of forgery of private documents and events.
In August 2016, they are accused of forging some of the construction cost documents and submitting them to the county office with the intention of reducing the development levy imposed by Yangpyeong-gun.
In addition, it was confirmed as a result of KBS coverage that the prosecution additionally applied and prosecuted them for the charge of ‘interfering with the execution of public affairs by deception’, which the police did not send.
It was judged that the implementer interfered with Yangpyeong-gun’s administrative work by submitting false documents.
It has been one year and nine months since the first suspicion was raised in October 2021 that officials from the implementation company, including Mr. Kim, were handed over to trial in relation to the’suspicion of preferential treatment in the Gongheung District’.
The core of the suspicion is that in the past, in the process of developing the Gongheung district, the Yangpyeong-gun Office gave ESI&D, a development developer and a company owned by President Yoon’s wife, benefits such as an extension of the project deadline and a reduction in development charges.
Previously, the police sent 5 officials, including Mr. Kim, and 3 officials from the Yangpyeong-gun Office to the prosecution in May, 1 year and 6 months after the investigation began.
At the time, the police said that although the suspicion of collusion or lobbying between Yangpyeong-gun and the developer was not true, they found out the circumstances in which three Yangpyeong-gun officials arbitrarily created documents to extend the deadline for the project.
In addition, ESI&D’s founder, President Yoon’s mother-in-law Choi Eun-soon, was not sent, saying that there was no evidence of involvement in the crime and that she resigned from the representative position after the development project began.
