Survey Results: Missing Rebar and Poor Construction in LH Apartments

The Ministry of Land, Infrastructure and Transport announced the results of a comprehensive survey of private Muryangpan Apartments containing these details on the 23rd. The subjects of this survey are a total of 427 private flat-panel apartment complexes (139 under construction and 288 completed) across the country submitted by local governments. Not only underground parking lots with a flat plate structure but also residential buildings were included in this survey.

This investigation was conducted in three stages: review of design documents → site inspection → verification of results by the National Land Safety Management Agency.

First, in the design book review, missing shear reinforcement was discovered at one site under construction, but since construction had not yet begun, preemptive design supplementary measures were completed. There were no missing shear reinforcement bars at all in the completed apartment.

During the on-site inspection, no missing reinforcing bars were found in both the constructed and completed complexes. There were no sites with insufficient concrete strength, so there was no evidence of poor construction requiring repair or reinforcement. The on-site inspection was conducted using a non-destructive method to measure the condition of the shear reinforcement and the compressive strength of the concrete to determine whether additional repairs and reinforcement were necessary.

The local government and the National Land Safety Management Agency were required to attend the on-site inspection, and if the residents desired, the residents’ representative meeting also attended the inspection. Of the 288 completed complexes, residents’ representative meetings and management directors were present in 121 complexes (42%).

In the two completed complexes, an inspector attempted to enter the unit as it was necessary to conduct an investigation within the household, but the investigation within the household was not conducted due to opposition from the residents. However, since shear reinforcement was required only for the ceilings of some units on the top floor, it was judged that there was no problem with the overall structural safety.

The cost of this investigation will not be passed on to residents. The complex under construction is borne by the owner by including it in the construction cost. Since it covers the cost of mandatory safety inspections required during the construction stage, it is not expected to lead to an additional increase in construction costs. The completed complex is fully borne by the construction company.

In a comprehensive survey of private Muryangpan Apartments, no poor construction was found, and LH came into the spotlight as the cause of the missing rebar incident. The Ministry of Land, Infrastructure and Transport analyzed that reinforcing bars were particularly missing in apartments ordered by LH due to LH’s conventional construction method, poor management and supervision, and construction cost issues.

In future designs, LH is considering changes to the construction method, such as minimizing construction errors in the muryangpan structure or applying a ramen structure instead of the muryangpan structure. In addition, comprehensive measures, such as strengthening management responsibility, are scheduled to be introduced soon.

Minister of Land, Infrastructure and Transport Won Hee-ryong said, “We are fundamentally preparing measures to strengthen safety at construction sites so that people can safely live in apartment complexes in the future,” and added, “We plan to announce them as soon as possible.”
