Supreme Procuratorate Reveals 13 Fugitives with Canceled Passports

In order to prevent the rampant escape of serious criminals and facilitate the pursuit of them, the Supreme Procuratorate announced on the 2nd of this month a list of 10 major fleeing criminals, and revoked and canceled their passports. Today (17th), it announced the second wave of canceled passports. A total of 13 people, including former Central Bank Vice President Liang Chengjin who was sentenced to two years in prison for breach of trust, He Cunxiu, former chairman of the Kaohsiung Gangshan Town People’s Representative Association, and others.

It is understood that the second wave of lists came from Taipei, New Taipei, Shilin, Taoyuan, Tainan, Kaohsiung and other prefectural prosecutors’ offices. The 13 people are all convicted fugitives, including He Cunxiu, who serves as the chairman of the Gangshan Town Citizens’ Representative Association. Shi Yizhang was sentenced to October 2017 for corruption and April 2016 for murder. Li Baiyang was sentenced to August 2015 for manufacturing drugs. Lin Yuzhen and Zhuang Jinchi were both sentenced to drug transportation. The former was sentenced to 15 years and 4 months. In September, the latter was sentenced to 15 years in prison.

Zhang Jiaming used fake transactions to inflate revenue and beautify financial reports of “Puge Technology”, violating the Securities and Exchange Law and was sentenced to 12 years in prison in October. Xiao Chenwei, the person in charge of the computer room of the fraud group who defrauded unspecified women of money through online dating, gained more than 14 million yuan in illegal gains and had as many as 21 victims. He was sentenced to 10 years in prison. In June, Liang Chengjin served as a director of Mega Bank. Mr. Zhang was sentenced to 2 years in prison and was on the run for more than 10 years because of his involvement in over-loaning, which caused the Bank of Communications to lose more than 800 million yuan in bad debts.

The Supreme Procuratorate pointed out that in order to implement the execution of sentences and ensure judicial prestige, the procuratorial organs will continue to review the four items of “criminal”, “case”, “time” and “escape”, and will issue a letter to notify the abolition and cancellation of escape when necessary. The wanted criminals’ passports prevent them from holding our passports and traveling overseas.
