Five inspectors from the Inspectorate of the Supreme Judicial Council have urgently applied to be reinstated to work in the judicial system. These are Lyubomir Krumov, Ignat Georgiev, Stefka Mulyachka, Lyubka Kabzimalska and Alexander Mumdzhiev, reported lex.bg.
In order to satisfy the requests, first of all, at an extraordinary and probably last meeting today, the Plenum of the Supreme Judicial Council will optimize the staffing of the National Investigation Service, the Administrative Court-Pernik and the Sofia District Court.
After that, meetings of the Judicial and Prosecutorial Colleges were held.
They decided the following – Lyubomir Krumov is reinstated as a judge in the Administrative Court-Sofia, Ignat Georgiev – in the Administrative Court-Pernik, Stefka Muliachka – in the National Investigation Service, Lyubka Kabzimalska – in the Sofia District Prosecutor’s Office and Alexander Mumdzhiev – in the investigative department of the SGP.
It was accepted by all that the recovery was from the time the new inspectors came into office.
As is known, with the amendments to the Constitution promulgated today in the State Gazette, the following was written: “The Chief Inspector and the inspectors can be re-elected to the same position for one more term only. After the end of the mandate, they cannot hold the positions of judge, prosecutor and investigator for two years and can retire according to the procedure established by law.
This means that after the changes come into force, no inspector will be able to be reinstated to work in the judicial system.
The mandate of the current composition of the Inspectorate at the IVSS expired in the spring of 2020. Its members are 11, two of whom have already left – they are Gennady Georgiev and Teodora Ninova.
Lidiya Stoyanova, Yuriy Krastev and Maria Neikova have turned 65 and cannot return to the system.
As has already become clear, five others have applied to be reinstated.
Only Chief Inspector Teodora Tochkova, who has the right to return as an administrative judge in Haskovo, has not submitted an application for reinstatement.
